    Hurricanes Milton and Helene have once again exposed the devastating impact of severe weather on BIPOC communities. From Hurricane Katrina to Hurricane Harvey, and Hurricane Maria, the same story repeats: systemic racism magnifies the damage. Communities of color bear the brunt of poor infrastructure, underinvestment, and inequitable recovery efforts. It’s time to act.     • Racial Disparities in Hurricane Response and Relief. Hurricane Milton and Hurricane Helene have brought devastation to the South, leaving thousands without power and access to basic necessities. These storms are the most recent in a long list of natural disasters that have had disparate racial impacts.
    • BIPOC Communities Routinely Bear The Brunt of Severe Weather: Hurricane Katrina (2005) laid bare the stark racial segregation of New Orleans. Of the 7 zip codes with the most flood damage, 4 were at least 75% Black.

After Hurricane Harvey (2017), Black and Latino households were most devastated by flooding and most applied for FEMA aid that was disproportionately steered to whiter neighborhoods.

Hurricane Maria (2017) overwhelmed Puerto Rico’s power grid, leaving millions without power and running water for weeks.
    • Systemic Racism In Public Planning Has Fostered These Disasters: Decades of redlining have segregated BIPOC communities to household and public infrastructure in low lying neighborhoods vulnerable to flooding and severe weather disasters.

Chronic underinvestment in the infrastructure of BIPOC neighborhoods has resulted in cheaply made and archaic public utilities. This magnifies severe weather damage-such as poorly constructed levees in New Orleans, a lack of curbs and gutters in Houston, TX, and a decaying power grid in Puerto Rico.

BIPOC communities are done further injustice as recovery response and funding prioritizes white lives and communities. In Louisiana, many Black residents reported being passed over by evacuation helicopters. And in Texas, a federal government analysis concluded that the distribution of FEMA funds disproportionately favored whites - but did not order remediation.
    • What Can We Do? Building a Race Equity Culture? is about more than just dismantling white supremacy — it’s about transforming our institutions and communities. Racially equitable organizations reduce disparities, dismantle racist systems, and ultimately help save lives.
