State Spotlight! This week's focus is on Massachusetts. Last week, the Massachusetts legislature passed a climate bill promoting clean energy, equity, and protecting ratepayers (S.2967). So, what does this mean for Massachusetts? In short, the bill includes a siting reform, which promises to help speed the buildout of solar and other clean energy, and shows how Massachusetts leading the way among other states. What does the Commonwealth hope to achieve? First, it aims to net-zero greenhouse gas emissions by 2050, necessitating a substantial increase in renewable energy generation. While rooftop and canopy solar installations are valuable, they alone are insufficient to meet the state's ambitious targets. Ground-mounted solar systems play a key role in the Commonwealth's transition to clean energy: 1. Scale of Energy Production: Ground-mounted solar arrays can be deployed on a larger scale compared to rooftop installations, enabling the generation of significant amounts of electricity necessary to meet statewide energy demands. 2. Site Flexibility: These systems can be installed on various types of land, including previously developed or underutilized areas, allowing for strategic placement that maximizes solar exposure and efficiency. 3. Technological Advancements: Ground-mounted systems can incorporate advanced technologies such as tracking mechanisms that follow the sun's path, enhancing energy capture beyond the capabilities of fixed rooftop panels. Currently, around 5.3 GW of solar is installed meeting around 25% of their electricity needs, but as of 2021 only around 50% of their electricity needs came from clean energy sources. They are halfway there to net zero yet to get all the way, solar and other clean energy will be vital for Massachusetts to meet its renewable energy objectives due to their scalability and flexibility. Bills that improve siting and speed up the permitting process are key to that success.
