Special education services are critical to ensuring that students with disabilities receive the support they need to succeed academically, behaviorally, and socially. However, the efficiency and effectiveness of these services depend significantly on how special education personnel are assigned and managed. Behavioral health conditions among children and adolescents are on the rise. Yet, many young people still lack access to timely, effective, and appropriate behavioral health services. Medicaid can play a critical role in addressing this need. Through Early and Periodic Screening, Diagnostic, and Treatment (EPSDT), children under 21 enrolled in Medicaid can receive comprehensive and preventive health care, including behavioral health services.
