The Propel app (formerly Providers, Fresh EBT), is used by over five million Americans across the country each month to check their EBT balance, stay up-to-date on benefits information, and more. Propel is a for-profit company, originally founded through a fellowship at Blue Ridge Labs @Robin Hood Foundation. Propel’s investors include nonprofits, mission-oriented investors, and top-tier venture capitalists: Financial Health Network, Andreessen Horowitz, Nyca Partners, Flourish Ventures, Kleiner Perkins, and more.     How Propel’s targeted, niche audience is the perfect fit for Medicare partners ?? tl;dr: Propel’s app provides direct access to the over 5M monthly active users, over 20% of whom are Medicare Advantage and Dual Special Needs-qualified members, with the most fully customizable and highly targeted advertising platform, whether by zip code, state, or eligibility. When starting to partner with healthcare organizations, Propel heard the same pain points repeated: finding the right audience at an affordable cost and efficiently targeting them was a challenge. Traditional advertising channels cast too wide a net and cannot filter their audiences effectively to find eligible users. Even when members were acquired, it was difficult to reach and educate them on best practices for preventative and covered healthcare. It felt impossible until they discovered Propel. Propel was founded to help their users manage their government benefits and better provide for their households. Propel users tend to receive multiple government benefits, including food stamps, disability, WIC, TANF, and, of course, government healthcare – Medicaid and Medicare. Users’ financial health is Propel’s top priority, and Propel partners with healthcare organizations to ensure users get the highest-quality healthcare as well. Propel helps partners acquire high-value members by educating their users on key plan benefits such as OTC dollars, dental benefits, pharmacy coverage, and other supplemental benefits. For the past three years, Propel has partnered with multiple Medicare Big Six payers, running campaigns focused on customer acquisition, member retention, and benefit education, all with exceptional results. One plan ran a campaign highlighting the credits their Medicare patients can receive for healthy food, OTC products, utilities, and more. Propel is consistently one of their highest-performing channels for D-SNP efficiency, with a CPA consistently lower than their benchmark. And their CTR has been over double our platform average, showing that Propel users are very interested in this type of content. ??     Extremely mild take: low-income Americans who buy groceries and necessities with EBT cards should have the same consumer rights and protections as everyone else. The fight to make that statement true rolls on. The CFPB today released a new rule giving some consumers new rights and protections when it comes to their financial data. We are grateful that the CFPB acknowledged the real challenges faced by consumers who use EBT in that rulemaking: “[C]onsumers with EBT accounts would likely benefit from improved access through consumer interfaces, and improved third party access through developer interfaces. This improved access would benefit consumers by making it easier to monitor their account balances and transactions.” We’re also grateful to see that the 11,000 consumers and nearly 100 anti-hunger, anti-poverty, and pro-consumer protection organizations who called on them to include EBT accounts in its 1033 rule were recognized: “The CFPB received many comments from individual consumers, consumer groups, other nonprofit organizations, third parties, and Members of Congress in support of covering EBT providers in this stage of the rulemaking.” Unfortunately, the CFPB stopped short of expanding full protections under section 1033 to EBT cardholders “at this time”, leaving open questions around exactly what rights EBT cardholders have, and denying them new protections for their data. That’s a disappointing, near-sighted decision. We will continue to fight to ensure that recipients of government benefits are afforded the same protections and rights as everyone else, and I’d love your help in reiterating that to policymakers. In the words of an EBT cardholder from California: "This information is each EBT users right and privilege...Just as we have ability to check our bank balances for budget purposes, EBT food balances is also necessary for spending control." https://lnkd.in/eCPue4qj

    SEAP & Propel: Ensuring healthcare coverage for thousands of Americans ?? tl;dr: In 2024, Southern Economic Advancement Project launched a strategy with Propel to reach thousands of Medicaid patients to ensure they understood their benefits coverage and stayed protected.? Propel, Inc builds technology to equip low-income Americans to easily manage their government benefits, and we amplify our impact when we partner with companies that align with this vision. Today, we’re excited to share a new case study outlining our partnership with SEAP and their mission to ensure Americans understand and maintain the best healthcare coverage. In 2023, the Medicaid Unwinding process began, requiring millions of Americans to redetermine their eligibility for Medicaid after the conclusion of the Covid Public Health Emergency. SEAP needed to inform patients across Florida, Georgia, Mississippi, and North Carolina of this change. They set up town halls and distributed literature in communities but realized they needed to reach people on a broader scale. Enter Propel. SEAP began partnering with Propel back in 2021, so they already knew our platform, with over 4 million monthly active users who also qualify for Medicaid, was the best way to connect with hard-to-reach government benefits-eligible populations across the region. We ran an ad on our app from March 1 to May 31, 2024 in Florida, Georgia, Mississippi, and North Carolina. The ad featured a “call now” option for users to click and get connected to a healthcare navigator telephonically to help them appeal a loss of Medicaid coverage or re-qualify for enrollment. Throughout the campaign, the ad received 4 million impressions, 22,111 "call now" clicks to connect to a navigator, and 6,142 clicks to the healthcare.gov website, successfully driving Medicaid redetermination action among a hard-to-reach population at scale. ?? "Propel's platform allows us to get to scale in sharing critical information to SNAP households across the South. We rely heavily on trusted community partners for outreach to families, but recognize that these partnerships must be coupled with trusted digital platforms to ensure we are reaching millions of families and reaching every corner of these states," said Sarah Beth Gehl, executive director of the Southern Economic Advancement Project.     Excellent news--last night Congress included an extension of the reimbursement authority for victims of #EBTTheft in the government funding bill they passed. Victims of EBT theft are now eligible to be reimbursed for thefts that occur through 12/20/24. We're grateful to all those who raised their voices and got this extension included. We know more action is needed to #EndEBTTheft, but this is an important step worth applauding.     Good news--the stopgap funding bill released by House leadership over the weekend would extend reimbursement protection for victims of #EBTTheft until December 20. Our research shows: *EBT theft is widespread *EBT theft drives victims into debt & hunger *Existing tools are insufficient to protect consumers No state will have chip card technology implemented until at least January 2025. Extending reimbursement is an urgent need as we work to #EndEBTTheft. We hope to see this critical protection for vulnerable low-income households extended as soon as possible.     Our Household Pulse Survey surveys thousands of households with low-incomes about their food, financial, and housing security. What did they tell us in August 2024? There's some good news--financial, and housing insecurity are all down compared to one year ago: *Owing money to family & friends declined by 16.5% *Eating less declined by 10% *Evictions declined by 23% We also have our first feedback from recipients of the #SUNBucks #SummerEBT program, including quotes like this one from a Propel user in Louisiana--"It helped tremendously with groceries for me and my daughter right when we really needed it."
