??Introducing Allie Kelly: Expert Panelist for the Undergrounding Panel at the Scenic Symposium!??
Allie Kelly is the Executive Director of The Ray Highway, where she leads the nonprofit organization that has built the nation’s only publicly accessible living laboratory for transportation innovation. She has helped implement and build nearly a dozen groundbreaking technology demonstrations, including the first solar road in the United States and the world’s first public demonstration of a drive-through tire safety station. Allie has delivered keynote remarks about The Ray at major transportation, environmental, and technology conferences worldwide, including the U.S. Transportation Research Board, AASHTO, VERGE, the Federal Reserve Bank of Atlanta, AREDAY, and, in 2019, TedX Atlanta, WTS, and MOVE.
With over 15 years of public policy experience, Allie began her career as a lobbyist for UPS in Washington, D.C., before founding Georgia Watch, the state’s only consumer watchdog organization. Allie and the Trustees of the Ray C. Anderson Foundation partnered with Georgia Tech and the Georgia Conservancy on a feasibility study for the “net zero highway” project that became The Ray. So far, the net-zero highway, known as The Ray Highway, features innovative and sustainable technologies along an 18-mile stretch of I-85 in Georgia. Additionally, The Ray has developed a national mapping tool for highway solar.

This panel will dispel myths surrounding the cost and impact of “Strategic” undergrounding by demonstrating the investment return in reliability, maintenance savings, and overall feasibility of “Strategic” undergrounding efforts by electric utilities, co-ops, and municipalities. Discussions will incorporate the Power Delivery Intelligence Initiative framework to empower policymakers, regulators, and industry stakeholders to effectively leverage undergrounding as a means of modernizing energy infrastructure.
