PJM’s Reliability Resource Initiative has attracted 94 applications totaling 26.6 GW of nameplate capacity. Of these projects, 47 involve uprates, in which existing resources are modified to generate more electricity, and 47 propose building new generation. The proposed projects represent new build and uprates of nuclear and natural gas, as well as new battery storage. The Reliability Resource Initiative (RRI) is a one-time opportunity for shovel-ready resources that can come online quickly and most effectively contribute to reliability. PJM will now use a Federal Energy Regulatory Commission -approved rating process to select up to 50 projects. This will provide an influx of reliable generation needed to help meet demand growth, in tandem with those resources that are already in our generation interconnection queue. The RRI projects will be studied in Transition Cycle #2 (TC2) of the new interconnection process along with about 550 other projects totaling about 50 GW in nameplate capacity. Final agreements for TC2 projects are scheduled to be completed in late 2026. Adding RRI projects to TC2 is key to bringing additional capacity to the PJM markets before 2030, when PJM anticipates resource adequacy concerns. Paul McGlynn, who is retiring as Vice President of Planning, was honored for nearly four decades of service in the industry at a reception March 19 on the PJM campus. “He always instilled that sense of confidence with us that we were prepared,” said Stu Bresler, Executive Vice President, Market Services and Strategy. “At PJM, Paul has been unwaveringly dedicated to doing the right thing, and doing the right thing for reliability, to deliver this product we provide to our consumers whose lives depend on it.” McGlynn has served as Vice President of Planning since November 2023, when he succeeded the retiring Ken Seiler. In that role, McGlynn was responsible for activities related to resource adequacy, generation interconnection, interregional planning and transmission planning, including the development of the Regional Transmission Expansion Plan (RTEP). Over his 18 years at PJM, McGlynn also was Executive Director of System Operations, ensuring the secure, reliable, economic and coordinated operation of the system, including PJM’s real-time dispatch operations and near-term reliability studies. Aftab Khan, Executive Vice President, Operations, Planning and Security, said one of the first emails he received when he joined PJM a year ago was from McGlynn. “It was two pages. PJM CEO Manu Asthana is at CERAWeek today to discuss U.S. power market design. Asthana noted that PJM's recent work with stakeholders on market design and interconnection process reform is producing results to address the challenge of rising electricity demand, dwindling generation supply and the slow pace at which replacement generation is coming online. PJM now has ~50 GW of projects through the interconnection process and free to interconnect with the grid; another ~70 GW of new requests will be processed this year and next. In addition, he noted, generation owners are now reconsidering plans to retire their resources while PJM and others look at the potential of demand flexibility. "I am optimistic," he said. "The picture is improving, and I think we will work our way through this, but it will require a lot of creativity and innovation." Joining Asthana on the panel were Dylan Seff, Head of Utilities for the Americas and Global Head of Sustainability for Vitol, and Ben Wilson, President of National Grid Ventures.
