On March 10, PHADA, National Association of Housing and Redevelopment Officials (NAHRO), Council of Large Public Housing Authorities, and MTW Collaborative, are joining other organizations and people nationwide to take action to protect affordable housing! Here are three things you can do: 1. Call your senators and representatives. Ask them to stop reckless cuts to HUD staff and funding! PHADA’s 1,900 member housing agencies represent over 1.9 million low-income housing units throughout the United States. Our members manage small, medium, large, rural, and urban housing authorities that run programs including public housing, housing choice vouchers, Rental Assistance Demonstration (RAD), and a variety of other innovative public-private partnerships. The Association provides its members with important information, professional development, and advocacy to help them administer adequate, safe housing for those in need across America. PHADA also works closely with members of Congress in efforts to develop sensible and effective public housing statutes and obtain adequate funding for low-income housing programs, in addition to advocating before the U.S. Department of Housing and Urban Development (HUD) on a variety of regulations governing public housing nationwide. Five Years. Right about this time in 2020 the world changed dramatically. We all vividly remember that late winter when schools, businesses, sports leagues, government offices and other institutions shuttered, with many shifting to an online virtual mode. Many HAs, of course, could not close their doors and stepped up their operations, delivering critical services to vulnerable low-income seniors and families. This anniversary is particularly notable with the new Administration proposing vast budget and staff cuts that would jeopardize our ability to deliver services. #HousingAuthority #PublicHousing #AffordableHousing #HUD

On February 13, The New York Times published an article titled, “Some Tenants Could Get Only One Day’s Eviction Notice, Under Federal Bill” (https://bit.ly/3F7IFCD). The article presented an inaccurate, one-sided, and misleading account of the impact that the Respect State Housing Laws Act (S. 479) might have. PHADA has formally endorsed the bill and previously reported on it (https://bit.ly/4ijWzQc). Now Accepting 2025 Grant Applications! The Bollinger Foundation is now accepting grant applications for 2025. To be eligible for a grant, a child must meet three criteria: (1) to have lost a parent or guardian, (2) have at least one parent or legal guardian who has worked in the housing, community development, or economic development field, and (3) demonstrated need. The Foundation primarily provides funds for children’s education. This can include — but is not limited to — grants towards special educational needs, school materials, and college tuition. We have also awarded funds for counseling and other special needs. Our Board of Directors will carefully consider each application. Grants are awarded in small dollar amounts, and in all events will not exceed $8,000 per grantee annually with a lifetime cap of $32,000. APPLICATIONS DUE BY JUNE 1ST!

By PHADA President Mark Gillett— As we all know too well, Congress opted to defer action on a final FY 25 budget until mid-March even though the deadline was last October 1. The latest target is now just a little more than one month away. As a result of the impending deadline, lawmakers have begun to consider top line amounts for various domestic discretionary accounts. PHADA is closely monitoring the potential impacts of the Office of Management and Budget's recent memo that temporarily pauses federal grants and other assistance. The Association will continue advocating to exempt U.S. Department of Housing and Urban Development assistance from the harmful impacts of this temporary pause and will keep members informed of the latest developments through Breaking News, eBlasts, and social media.
