With the release of the CMMC 2.0 Final Rule, small businesses in the defense industrial base (DIB) need to be proactive. The Department of Defense (DoD) has structured the CMMC rollout in four distinct phases, spanning over several years to provide ample time for businesses to adapt. However, acting early is crucial to avoid losing out on valuable contracts. Here’s a breakdown of the phased rollout timeline: Phase 1: Begins once the new 48 CFR final rule is in effect, expected in FY2025. This phase emphasizes self-assessments for CMMC Levels 1 and 2. The initial timeline for Phase 1 was extended by six months to allow more time for preparation. Phase 2: Begins one year after the start of Phase 1 (estimated in FY2026). In this phase, the DoD will require third-party assessments for Level 2 CMMC certification, in addition to continuing self-assessments for lower levels. It's recommended you get your assessments completed prior to this. No Assessment. No contract. Phase 3: Begins one year after Phase 2 (estimated in FY2027). By this stage, all CMMC Levels 1, 2, and 3 will be included in some DoD solicitations and contracts. The focus will shift from self-assessment to third-party certifications for all applicable contracts. Level 3 requirements will begin to appear, though these may be tied to option periods rather than initial awards. Phase 4: Begins one year after Phase 3 (estimated in FY2028). This is the full implementation phase, where CMMC requirements will apply to all new contracts and options awarded. Why Small Businesses Must Act Now: The phased approach offers time to adjust, but inaction now could result in lost contracts later. While it’s tempting to wait until later phases, by preparing early, small businesses can avoid the rush and maintain competitiveness in the defense sector. Early preparation allows time to correct any deficiencies and avoid the risk of failing third-party assessments once required. The phased rollout provides a clear roadmap, but that doesn’t mean businesses should wait until Phase 1 to begin to take action.
