When facing droughts, wildfires, and extreme weather, communities need reliable access to clean drinking water more than ever. At nearly 100 years old, the Upper San Leandro Water Treatment Plant (WTP) is a critical facility that supplies water to communities on the eastern side of San Francisco Bay. The East Bay Municipal Utility District (EBMUD) is working to future-proof this WTP through upgrades that include:? ?? Structural improvements to enhance resilience during earthquakes and extreme weather. ?? Solids processing system improvements to increase plant capacity and operational efficiency. ?? Chemical system upgrades to improve treatment reliability and operational safety. ?? A new power building and distribution infrastructure to support long-term reliability. Upgrading a facility of this scale is complex—not just because of the scope of work but because the plant must remain fully operational throughout construction. Our team provides program and construction management services for this project, which includes proactive scheduling, cost control, quality assurance, office engineering, and inspection services for this complex, multi-year initiative.
