PaperScore is the first Decentralized Academic Journal and publication platform that replaces the editorial board with a collective intelligence algorithm. This algorithm is implemented in a computer code and controls the review process. PaperScore accepts manuscripts from all disciplines, particularly from interdisciplinary and multidisciplinary studies. The current research publication industry is locked into a three-sided network effect between authors, institutions, and journals. Institutions and authors want to publish in well-known journals, while journals want to publish works of well-known authors and institutions who have published in well-known journals. This can lead to self-fulfilling prophecies. Furthermore, many valuable research findings and studies are not published due to some editorial biases such as Significance Bias and Discipline Bias. PaperScore provides a home for such homeless studies and papers. PaperScore aims to break this obsolete ecosystem by completely decentralizing the review process. Once an author submits a manuscript to PaperScore, the backend code randomly selects up to five potential reviewers based on the manuscript’s keywords, citations, and referrals. Each potential reviewer receives an email and decides whether or not to evaluate the manuscript. Reviewers also have the option to refer manuscripts to other potential reviewers they deem to be experts. The next person will also have the same option. Based on the small-world phenomenon, each chain will get to a suitable reviewer in fewer than six referrals on average. Most likely, it will be fewer than three referrals if there are proper incentives and a purposeful randomization formula incorporates relevant information.

Imagine there is a publicly-traded company with one million shares. It is eco-friendly and the government sets up a program to protect and support it. The program guarantees to buy the company's shares for $100 each if its stock price drops below $20. Currently, the company’s stock price is around $100, but today, the company’s management reveals that their research project failed and they will not make any profit any time soon. And hence the company shares are worth less than $2 each (intrinsic value). What will be the equilibrium price? And how much will this program cost the government? Note that once the price goes down and approaches $20, it becomes more and more likely that the program goes into effect, making the shares worth $100 each. This motivates traders to buy, and thereby drives up the price. In many policy-making situations, we need to have a universal method to measure value. How do you measure value? What is the value of a glass of water to you? You know we cannot live without water. What is the value of a nurse's job to you when she gives you critical medication and saves your life? We know in a transaction, the price of a good or service is more than its cost to the seller and less than its value to the buyer (C < P < V). But how can we measure the value of a good or service to a buyer? While there are precise methods to measure price and cost, the traditional definitions for value do not make it measurable in a consistent manner. Here, I suggest we define the value of the product or service X as the cost of the least costly substitute with the same application: Value(X) ? min{ Cost(y | y ≠ X & Application(y) = Application(X) ) } In fact, it’s all about competition amongst alternatives. Therefore, the value of a medication would simply be the total cost of getting that medication from the nurse across the street if that is your next best alternative. But if your next best alternative is a physician in another town, of course, your nurse's work would be much more valuable. Let me know if you have seen such a definition anywhere. Some argue that the passing of Ebrahim Raisi, Iran’s late President, was insignificant because the Supreme Leader has all the power in Iran. This is partly true; however, Raisi’s role was distinct. He was a potential successor to Ali Khamenei, the current Supreme Leader. Moreover, to ensure a smooth transition after Khamenei, no other successors were groomed by the regime’s leadership, which now faces a crisis given Khamenei’s age and health condition. If Khamenei passes away before a legitimate successor is agreed upon, the regime's cohesion may fall apart. Officially, the regime tries to pretend that everything is under control and they have solid plans in place. They even now deny considering Raisi for the Supreme Leadership. Of course, they do! Some suggest Mojtaba Khamenei, the son of the sitting Supreme Leader, is a viable candidate. However, hereditary succession is generally frowned upon, even among hardliners who claim to oppose monarchy. Moreover, Mojtaba lacks experience in the executive, judiciary, and parliamentary branches, whereas the late President Raisi, had substantial leadership experience in the judiciary and executive branches. A more promising candidate is the current head of the judiciary, Mohseni-Eje’i. He has some leadership experience, but not as much as Raisi did. He was also the Minister of Intelligence but it is still not enough. He has never received any votes from the people. If he runs for president and wins, he can gain enough experience and legitimacy as a potential successor to the Supreme Leader. He also needs to become Ayatollah, which is not that difficult for someone in power in Iran. If Khamenei passes away before the new successor gains sufficient leadership experience and proves his capability, the regime’s stability could be jeopardized. This situation would potentially present a unique opportunity to liberate the Iranian people—and the world—from this oppressive and corrupt regime. Particularly, we need to change the current dictatorial constitution of Iran via a national referendum. However, the primary challenge remains the lack of a recognized and democratic opposition. Unfortunately, rather than fostering genuine democratic options, the West has historically supported alternative dictatorships such as the monarchists and the MEK (Mojahedin-e Khalq), a religious communist paramilitary organization with a minimal acceptance rate among Iranians. Such misguided choices have cast doubt on the true intentions of Western politicians, who seem more interested in installing puppet regimes than in trusting the judgment of the Iranian people. These errors could become disastrous if the Islamic regime acquires nuclear weapons.
