Of the top 25 states ranked for overall health, 20 are full practice authority states! A recent University of Pittsburgh study analyzing state health metrics found a significant difference between states with and without full practice authority – favoring the full practice authority states. Full practice authority states ranked higher in overall state health, health outcomes, clinical care, quality of care, access to care, number of primary care providers per 100,000 population, and childhood immunizations. (See the table below.) 72% of the states with better clinical care rankings had full practice authority, compared to 32% in the states with poorer clinical care rankings. Similarly, states with higher quality of care rankings were more likely to have full practice authority (76% vs 28%). Data consistently shows that full practice authority would benefit Pennsylvanians, improving overall health outcomes and access to care across PA. Formed in the 1980s by only three forward-thinking NPs, PCNP now has 18 regional groups across the Commonwealth. Each regional group offers networking opportunities and has a representative on the PCNP Executive Board that meets quarterly to discuss issues and set organizational goals. A new study from Columbia University reports that primary care practices employing NPs are more likely to serve socioeconomically disadvantaged communities than practices with no NPs on staff. Practices with NPs were more likely to be based in low-income and rural areas, and in regions with the lowest supply of primary care practices. "This study demonstrates that NPs are increasingly utilized for primary care delivery across the country, and especially within low-socioeconomic?communities," the researchers note. "This is important as fewer doctors are choosing to practice primary care, resulting in an estimated shortfall of 20,200-40,400 primary care physicians by 2036." Studies consistently show that NPs provide high-quality care with health outcomes equal to physicians, and that NPs are more likely than doctors to practice in rural and underserved areas. Pennsylvania needs full practice authority to allow more NPs to serve patients in these underserved communities lacking primary care providers, making high-quality health care more accessible for all Pennsylvania patients. Nurses are the most trusted professionals in America. Despite that, nearly half of U.S. states do not trust our most advanced nurses to practice to the full extent of their training. People trust nurses. So why doesn’t our government? Nurse practitioners are just as?safe and effective?as seeing a doctor, and NPs consistently rank highly in patient education and satisfaction. Mothers in Pennsylvania and other states are experiencing a crisis of high maternal death rates, most of which are preventable. Without essential access to care, there are more maternal health complications, preterm births, and tragic outcomes that could have been avoided. More than 105,000 Pennsylvania women between 18-44 years of age live in maternal health deserts, which are PA counties with little or no obstetric care. This means women often must drive hours for essential prenatal checkups or labor and delivery. For families in rural and underserved areas, the cost of time, gas, and childcare adds up fast — and for some, it becomes impossible. Nurse practitioners are ready and able to step in. Full practice authority is a proven solution that would increase access to care across rural, urban, and underserved areas of Pennsylvania. According to the CDC, the majority of maternal deaths occur in the year following birth, when primary care and mental health services are vital but often unaccessible.
