FMCSA Removes Six Devices from List of Registered ELDs This week, DOT’s Federal Motor Carrier Safety Administration (FMCSA) removed six devices from the agency’s list of registered electronic logging devices, or ELDs. BLUE STAR ELD, ROAD STAR SOLUTIONS, United Eld, Speed ELD, and two TrackEnsure ELD devices were placed on the Revoked Devices List due to the companies’ failure to meet the minimum requirements established in 49 CFR part 395, subpart B, appendix A. The removals are effective January 8, 2025. FMCSA will send an industry-wide email to inform motor carriers that all who use these revoked ELDs must take the following steps: 1. Discontinue using the revoked ELDs, and revert to paper logs or logging software to record required hours of service data. 2. Replace the revoked ELDs with compliant ELDs from the?Registered Devices list?before March 9, 2025. Motor carriers have up to 60 days to replace the revoked ELDs with compliant ELDs. If the ELD providers correct all identified deficiencies for their devices, FMCSA will place the ELDs back on the list of registered devices and inform the industry of the update. During this time, safety officials are encouraged not to cite drivers using these revoked ELDs for 395.8(a)(1) – “No record of duty status” or 395.22(a) – “Failing to use a registered ELD.” Instead, safety officials should request the driver’s paper logs, logging software, or use the ELD display as a back-up method to review the hours of service data. Beginning March 9, 2025, motor carriers who continue to use the revoked devices listed above will be considered as operating without an ELD. Safety officials who encounter a driver using a revoked device on or after March 9, 2025 should cite 395.8(a)(1), and place the driver out-of-service (OOS) in accordance with the?Commercial Vehicle Safety Alliance OOS Criteria.

The Federal Motor Carrier Safety Administration (FMCSA) has recently updated its Crash Preventability Determination Program (CPDP) to include four new crash types eligible for review as of December 1, 2024. The CPDP allows motor carriers and drivers to submit requests for data review (RDR) to determine if a crash was preventable or not. If a crash is deemed not preventable, it is removed from the calculation of the carrier's Crash Indicator Behavior Analysis and Safety Improvement Category (BASIC) percentile ranking in the CSA Safety Measurement System. The four new crash types added to the program are: CMV struck on the side by another vehicle operating in the same direction. CMV struck because another vehicle entered the roadway from a private driveway or parking lot. CMV struck because another vehicle lost control of their vehicle. Any other type of crash involving a CMV where a video proves the sequence of events that led to the crash. These updates aim to provide a fairer evaluation of safety records by considering more scenarios where the CMV driver was not at fault.
