Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

OHCS is assisting Oregonians on lower incomes to achieve the dream of homeownership by revamping the Flex Lending program with two new loan products: FirstHome and NextStep. FirstHome offers a mortgage loan with competitive rates to first-time homebuyers, veterans, and previous homebuyers in Targeted Areas as defined by the U.S. Census; NextStep is similar, but without the requirement of being a first-time homebuyer. Additionally, homebuyers may also receive a down payment assistance loan of 4% or 5%, which can cover up to 100% of the borrower's cash requirements at closing. Homebuyers interested in these programs will need to work with an OHCS-approved lender, and first-time homebuyers must take Homebuyer Education classes with a housing counselor at homeownership centers throughout the state. We have released the first State of the State Housing Report for Oregon, providing an in-depth analysis of housing availability and affordability across the state. Drawing from comprehensive data on housing markets, economic trends, and demographic shifts, the report highlights the challenges Oregon residents face in affording high-quality housing. ?? ?? “Data enables us to identify where our efforts are making an impact and where improvements are needed to make life better in ways that all people can feel and that we can measure,” said OHCS Executive Director Andrea Bell. We aim to release a State of the State’s Housing Report every two years, with additional localized analyses in the years between each release. It's National Rural Health day, and we want to highlight the amazing work Oregon Health Authority is doing right now to address health and housing. Earlier this month, they released their housing benefits component of the Medicaid 1115 Waiver, which provides housing benefits for eligible OHP recipients. Housing is a huge stressor with severe impacts on health and wellness. In rural areas where there can be both a lack of access to healthcare and a lack of available affordable housing, these impacts can be exacerbated. While OHCS exceeded our goal to fund more developments in rural areas in the last five years, partnerships with programs like this are essential in continuing to address community needs.
