Today, we honor 249 years of the United States Marine Corps, established on Nov. 10, 1775, to augment forces in the Revolutionary War. The Marine Corps holds a special place in OSP's history and tradition. In 1931, Major General Smedley Butler was appointed by then Gov. Julius Meier to survey North America's most successful state law enforcement agencies. Major General Butler was a two-time Medal of Honor recipient and senior Marine Corps officer who had been assigned as a city public safety director as part of his military service. The influence of the U.S. Marine Corps remains in many of our traditions today, including our uniform, recruit training environment, and values. Oregon State Police Retired Captain Charles Hayes recently received the J. Stannard Baker Lifetime Achievement in Roadway Safety Award from the International Association of Chiefs of Police. Retired Captain Hayes was recognized for his leadership and commitment to roadway safety, especially in reducing impaired driving while with OSP, including the initial training of Oregon law enforcement officers in Standardized Field Sobriety Tests and the establishment of Oregon’s Drug Recognition Expert (DRE) program. His commitment to roadway safety has continued well after his retirement and has included the coordination of the DRE program regionally and nationally. Additionally, it has included his tenure as the chair of the Oregon Governor’s Advisory Committee on DUII. His lifelong efforts have made a profound impact resulting in saving countless lives in Oregon and the nation. OSP sends a heartfelt thanks to Retired Captain Hayes for his lifelong commitment to keeping Oregon's roadways safe ??
