What if the government’s most powerful tool for improving people’s lives isn’t what you’d expect? Something decidedly less glamorous than policymaking and program design: procurement. Yes, procurement—the process of buying goods and services. It might sound like just another back office government function, but it’s where the promises of policy become the realities of daily life. Procurement determines whether public services are accessible or burdensome to use, whether small businesses can easily participate in government contracts or are locked out, and whether government technology serves people or alienates them. Procurement is not just a technical process; it’s where government succeeds or fails. The best laid policy plans can be scuttled by procurement that doesn’t put people first. As I step into my role at the Open Contracting Partnership, I’m thinking about procurement’s potential in a moment of deep uncertainty. The 2024 election has underscored what many Americans already feel: government isn’t working for them. People are struggling to pay bills, save, and trust institutions that seem less and less attuned to serving their needs. Procurement could change that. Done right, it has the power to make public services not just functional but transformative. To create inclusive economies where small businesses thrive. To rebuild trust in government by showing that it’s capable of solving real problems. In other words, procurement is about how government delivers for people. The country’s recovery requires transparent and efficient solutions. ?? DREAM, the state Digital Restoration EcoSystem for Accountable Management, is a tool for managing recovery, modernization, and public investment projects. DREAM ensures: ?? Full transparency in project implementation ?? Open access to data on costs, contractors, procurements, funding sources, etc. ?? Oversight of financial usage and project progress Access to data is provided via: ?? Public portal: https://dream.gov.ua ?? Public Analytics Module: https://bi.dream.gov.ua/ ?? Interactive Project Map: https://bit.ly/3CCHklW How DREAM Works: ? Government institutions, hromadas (communities) and regional administrations publish projects, seek funding, and report on implementation. ? Investors and donors support selected projects and monitor their progress. ? The public gains access to data, monitors implementation, and can influence project outcomes. ?? DREAM’s Achievements in 2024: ?? 8448 projects with a total budget of 562,77 billion hryvnias ?? 1,220+ hromadas, 23 regional administrations, and 17 ministries engaged in DREAM ?? 2500+ projects secured funding of over 98,5 billion hryvnias ?? DTA’s Role Since 2024, the Digital Transformation Activity (DTA) has been supporting key elements of DREAM: ?? DREAM Academy – a training center for system users: https://lnkd.in/dvfUJnsJ ?? Project Office – for efficient coordination and implementation ?? Communications component – to enhance awareness and engagement Starting in 2025, DTA will fully support all DREAM processes, including technical enhancements and system development. Last week, we joined public procurement leaders and partners from across Africa in Kigali ???? for the Africa Public Procurement Network APPN | RACOP’s 4th General Assembly themed “Enhancing sustainable procurement for Africa’s economic resilience.” ?? Rwanda’s Public Procurement Authority, led by Uwingeneye Joyeuse, made fantastic hosts. They also launched a new sustainable procurement policy framework and an open data portal with public contracts going back a decade. We are proud to have supported the open data work with the UK's FCDO. Learn more here ?? https://lnkd.in/gart_Xgv ?? The most vibrant discussions were on the full digitization of procurement systems, adopting sustainable procurement practices, and ensuring that public buying is inclusive and groups like women-owned businesses and local SMEs can access public contracts to grow. We were excited to meet our many partners whom we support on these issues, whether in Uganda, Senegal, or Rwanda. Here are our 5 key insights for a successful and sustainable implementation of these reforms: 1?? We need strong leadership at the political and technical level to support procurement reforms, leadership that provides direction, encourages stakeholder engagement, and gives financial support. 2?? Reforms need to be supported by a comprehensive legal and policy framework that sets the standard, reinforced with a clear strategy and goals. Compliance with these standards should be enforced. 3?? We need to promote awareness by building the capacity of all stakeholders and implementing an experiential learning, training and change management approach. 4?? ??DREAM at European Regional School Meals Summit ?? Kyiv hosted the event bringing together Ukrainian and European officials, experts, and civic activists to strengthen European school meal programs. The Summit's expo zone showcased projects from communities and regional administrations to modernize canteens. The results of the distribution of the state subvention for the arrangement of canteens using the DREAM ecosystem were presented. Before the Summit, a pipeline of school canteens and food block projects that meet modern school nutrition requirements was created at the DREAM ecosystem.
