California Hits Pause on Plastic Waste Law ( SB54): Newsom Calls for Last-Minute Revisions Just as California was about to lock in the rules for its big?statewide recycling overhaul ( SB54), Gov. Gavin Newsom hit pause. With the March 7 deadline approaching, he’s asked?CalRecycle?to go back to the drawing board for more negotiations. This shake-up could?push back?the rollout of the law, which was set to take effect on?March 1, 2026. SB 54 is aimed at slashing?single-use plastics?and increasing producers' financial responsibility for recycling. But with a?$36 billion price tag?and concerns about costs for households, Newsom ordered?a re-do on the regulations. While industry leaders and lawmakers have spent years hashing out the details, the governor says he wants to?balance plastic reduction with affordability, which may lead to a delay in implementation. Environmental groups aren’t happy, saying this move favors?industry lobbyists over Californians and the planet. Despite the setback, the law’s ambitious goals remain: by?2032, all single-use packaging and foodware must be?recyclable or compostable, plastic use must drop?25%, and at least?65% of plastic must be recycled. Plus, companies must contribute?$5 billion over 10 years?to fight plastic pollution and support communities most affected by waste. The stakes are high, with over?2.9 million tons of plastic waste?generated in California last year alone. Every year, 500 billion single-use beverage cups are discarded, with 10% of that waste coming from the U.S. While recycling systems for bottles and cans have become widely accessible - thanks to curbside programs, deposit return systems, and reverse vending machines like Olyns Cubes - reusable cup systems face a different challenge: behavior change. The Closed Loop Partners Petaluma Reusable Cup Project set out to tackle this issue, and showed that reusables can work at scale ?? when the return process is easy and convenient. In collaboration with Starbucks, The Coca-Cola Company, PepsiCo, and Yum! Brands, the project provided free reusable cups and an effortless return system to businesses and residents of Petaluma. Here are some inspiring takeaways: ?? Over 220,000 cups were returned in just 12 weeks -?a 51% return rate - an impressive milestone! ?? A multi-channel marketing campaign effectively built awareness ( 82% of residents knew their cup was reusable and 88% knew how to return it) and a digital hub made it easy for consumers to find their nearest bin in one click.? ?? Petaluma residents loved the program - 80% of them want it to continue - and 25% of inbound emails to the project were from people asking for regional or national program expansion. Bottles and cans have a massive advantage when it comes to recycling: Decades of investment in infrastructure, education and bottle bills make recycling them almost second nature. For reusable cups to succeed, they need the same level of awareness, accessibility and convenience. The Petaluma pilot shows that this is possible! Closed Loop Partners is sharing their insights to scale this model across more cities. With the NextGen Consortium leading the way, the future of cup based beverage consumption could be on the way to?shifting from single-use to circular.?While there will no doubt be cost and efficiency issues to scaling this model regionally or nationally, it seems like the basis of a?replicable template for the reuse movement. The U.S. is paying to import… Trash?!????? Yep, companies are bringing in empty bottles & cans from China and Mexico to meet corporate demand for recycled material ( for packaging, etc.) Instead of shipping in empty drink containers from abroad, why not?#recycle more at home? Deposit Return Schemes ( DRS) - aka Bottle Bills - could help increase recycling in the US. The idea? Pay a small deposit when you buy a drink, get it back when you return the empty bottle or can. It's simple, and it works:?The 10 states with DRS recycle way more - on average 46% of plastic bottles vs. just 10% in non-DRS states. Oregon is a DRS leader with a recycling rate of 87%! In contrast, states without bottle bills are drowning in waste. For example, in Texas, only 1 in 5 plastic bottles?get recycled, and?every year 18.5 billion beverage containers?end up in landfills, incinerators, or littered across the state. Meanwhile, the U.S.?imports empty drink containers?just to meet the demand for recycled material. Makes zero sense, right?
