All high schools participating in the TOOLS Program are guaranteed to receive at least one scholarship. Scholarships are awarded to graduating students to help them pursue careers in the construction industry, whether they're entering the workforce or pursuing higher education. These scholarships are 100% funded by local contractors who feel strongly about investing in the industry's growth. Associated Builders and Contractors (ABC) is a national construction industry trade association representing nearly 22,000 chapter members. Founded on the merit shop philosophy, ABC help members develop people, win work and deliver that work safely, ethically, profitably and for the betterment of the communities in which ABC and its members work. We are small family firms, specialty organizations, as well as medium sized companies and large corporations. We are local, regional and we are national with 68 ABC chapters representing over 22,000 firms. While our member sizes and specialties vary, we are united in the belief that America was built on free market principles and that all work should be awarded to solely on the basis of the best value proposition offered (i.e. on the merits of the organization’s offer).

ABC strongly supports the Fair and Open Competition Act (FOCA) that was introduced this month to the 119th Congress. The reason for this support is "restoring merit-based competition allows all qualified contractors to compete on a level playing field based on merit, experience, quality and safety in order to deliver the best projects at the best cost."
