The Ohio Health Care Association is a non-profit association of over 1000 skilled nursing facilities, assisted living residences, providers for people with intellectual and developmental disabilities, home health and hospice providers caring for nearly 100,000 Ohioans. It is the largest long-term care association in the state, and the only chartered Ohio affiliate of the American Health Care Association, representing more than 12,000 long-term care facilities nationwide. As the largest long-term care association in the state, OHCA represents small providers, large providers, providers with both individual and group ownership, publicly-traded and government-owned properties, proprietary and philanthropic homes. As diverse as our members are in size and ownership, OHCA member skilled nursing facilities, assisted living communities, facilities for people with intellectual and developmental disabilities, home health and hospice providers are similar in their quest for quality and for reductions in governmental oversight that continue to stifle individualism and innovation. As an information and education resource to Ohio’s long-term care providers, suppliers, consultants and to the public, OHCA performs a necessary and vital service. OHCA works hard to keep our members informed on the laws and regulations governing the profession. In addition, OHCA strives to identify and communicate best practices in order to ensure continued quality improvement in long-term care. The Association works on behalf of the general public, educating State legislators, government officials, the media and consumers on the pressing issues surrounding our profession and the advancements we have made in the delivery of care and services.

Support Assisted Living coverage for our Veterans! The National Center for Assisted Living (NCAL), along with other organizations advocating for older adults, collectively sent a coalition letter last week to the U.S. House VA Committee Chair, Ranking Member, and House Leadership. The letter encouraged support during this lame-duck session for the advancement of H.R. 8371, the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. This legislation, which NCAL endorses, creates a pilot program for eligible veterans to receive assisted living care paid for by the VA. The U.S. House of Representatives passed H.R. 8371 on November 18, 2024, and it now heads to the U.S. Senate for consideration. Investing in Quality works. Since January 1, 2020, Ohio has apportioned part of each SNF’s Medicaid funding based on performance on four CMS quality measures (QMs): pressure ulcers; ability to move worsens; catheters; and urinary tract infections. The system uses publicly-available CMS data and CMS-specified cut points, and the lowest-scoring group of providers gets no points for each measure. Ohio providers have made significant strides on these measures, falling well below national averages for all QMs selected, including those which we were above national averages in 2020. For the percentage of residents who had a UTI, Ohio providers were about 10% below the national average and 9% better than where we were before the Quality Incentive Program began. Investing in quality outcomes for our nursing facility residents has demonstrated positive outcomes in our Ohio facilities. #QualityOutcomes #OhioSNF #MedicaidFunding
