    An important part of BSEE’s responsibilities is to ensure that infrastructure used in exploration, development, and production activities on the OCS are properly decommissioned to provide long-term protection of the resources and the surrounding environment. “The investment announced yesterday under the president’s Investing in America agenda will provide BSEE with critical funding to help address and remedy orphaned infrastructure in the Gulf of Mexico’s West Delta and High Island areas. This infusion of funding makes the Outer Continental Shelf safer and cleaner and helps BSEE make certain that infrastructure used in exploration, development, and production activities is properly decommissioned.” BSEE’s regulatory authority for OCS decommissioning is provided by 30 CFR 250, Subpart Q, Decommissioning Activities.     What did your decommissioning budget look like last year compared to your spend? Well P&A is always the major cost consideration for offshore abandonment work. However, knowing the answers to the below questions prior to the derrick barge setting anchors on location can be the difference in clearing another location at the end of the season to release bonding requirements. Below are (10) important facility decommissioning questions that need to be addressed. ? 1) Are there any uncut/unknown stubs protruding from bottom?? (Observation Class ROV Sonar Imaging) ? 2) Are the mud mats buried in debris?? (Observation Class ROV Sonar Imaging) ? 3) Are there any broken VD's, HD's, K-nodes or structural members that may weaken the jacket during the lift?? (ROV HD Subsea Video) ? 4) Will there be a lot or a little diver related debris removal post facility lift based on known or unknown bottom debris at location?? (Observation Class ROV Sonar Imaging) ? 5) Have all abandoned pipeline riser tube turns been severed and removed? (ROV HD Subsea Video & Sonar Imaging) ? 6) Are there flooded members that will increase the out-of-water jacket lift weight?? (ROV Flooded Member Survey) ? 7) Are the main deck lift padeyes accessible?? (HD quality Video of Deck Padeye locations, above and below) ? 8) How much deck debris, construction materials, auxiliary buildings and/or equipment skids must be removed or secured in order to lift the deck?? (360 drone video and walk-around tour video) ? 9) Are there conductor bell guides or bracing at the bottom elevation?? (ROV HD Subsea Video & Sonar Imaging) ? 10) Have the deck layouts and/or dimensions been modified since the original prints were issued (if even available)?? (Handheld LiDAR Unit Facility Topside Scan during LVL-1 Inspection) ?     For decommissioning planning you don't need millions and millions of cloud points identifying every minute detail, blister and defect on a 30+ year old structure. ?What is needed is accurate dimensioning for; Safe-outs, lift plans, rigging, and material barge load planning. Accurate dimensions and spacing is a critical safety component when planning for Rigless Well P&A equipment placement. LiDAR coupled with HD quality drone video and pictures is a highly effective planning tool.
