On April 9, at the annual Sea-Air-Space exposition, Secretary of the Navy Carlos Del Toro released the 2024 Naval S&T Strategy, which serves as "sailing directions" for strengthening collaborative relationships to accelerate delivery of innovative solutions to the US Navy and United States Marine Corps. The Strategy aligns with three primary principles established by SECNAV: Strengthening Maritime Dominance, Building a Culture of Warfighting Excellence and Enhancing Strategic Partnerships. The 2024 Naval Science & Technology/Combat Systems/Technology, Systems and Ships Symposium, hosted by ONR in partnership with the American Society of Naval Engineers (ASNE), offers several opportunities to engage with naval leaders and experts. This week, the Naval Postgraduate School’s NPS-CIRPAS Airborne Research Facility and its unique Twin Otter research aircraft are helping Dr. Qing Wang advance her research on improving the Navy’s ability to predict the optical propagation environment in the coastal region, for directed energy applications among others. “We’re using the combination of a land tower and the Twin Otter research aircraft to make in situ [turbulence] and aerosol measurements,” said Wang, a professor in the NPS Department of Meteorology. The Office of Naval Research sponsored project will help gain “a better understanding of the atmospheric scintillation and attenuation for electro-optical and infrared (EOIR) signals,” among other related objectives, she added. The team will be measuring optical propagation through a linked ground-based tracking and camera system with visible and midwave infrared cameras. “An MX-15 air surveillance and reconnaissance imaging system, owned and operated by our collaborator at the Naval Research Laboratory, is also onboard the CIRPAS Twin Otter,” Wang noted. She says the data collected by the team this week will support multiple student research efforts. The NPS-CIRPAS team and the Twin Otter aircraft provide an invaluable research capability that can support a wide-range of experimentation for NPS faculty, student researchers and their partners. This past September, the Twin Otter helped NASA validate data received from its new PACE - or Plankton, Aerosol, Cloud, and ocean Ecosystem – satellite. Launched in early 2024, the PACE satellite collects observations of the ocean and atmosphere that will help inform scientists and decision makers about the health of Earth’s oceans, land surfaces, and atmosphere, as well as the interactions between them, such as how carbon dioxide is exchanged between the ocean and atmosphere. ? It was my pleasure to attend the American Salvage Association annual meeting this week where I presented USMAT, Inc.'s incompressible cold-water diving wetsuit technology. As an engineer developing new ideas in a laboratory environment, it is always grounding to speak directly to the people whose teams spend significant amounts of time at depth where the risk of hypothermia is a real and present danger. USMAT, Inc.'s wetsuit keeps divers warm using only their own body heat even when torn. During our annual meeting, we awarded the Outstanding Navy Reserve Junior Officer of the Year Award. The Outstanding Navy Reserve Junior Officer of the Year Award recognizes an individual who exemplifies the characteristics expected from an outstanding military officer. Consideration is given to performance and accomplishments during the last three years. This year’s award recipient is Lt. Cmdr. Richard D. Harvey. Harvey serves as the Office of Naval Research Code 35 Naval Air Warfare and Air Weapons Assistant Military Deputy, the responsibilities equivalent to an executive officer. He has coordinated 20 research projects. He directly contributed to developing the TALISMAN project computer model that integrates radars from multiple independent aviation platforms. Harvey was hand-selected to support the Naval Research Laboratory’s Moisture and Aerosol Gradients/Physics of Inversion Evolution (MAGPIE) project in February 2024. He was the only reservist to accompany five civilian scientists outfitting a newly constructed 60-foot atmospheric monitoring tower in Barbados. This project will improve weather and climate predictions by studying how energy and atmospheric constituents exchange between the warm subtropical ocean and the atmosphere.
