The Office of the Council of Ministers (OCM) is the Commanding Headquarter of the Royal Government of Cambodia (RGC). The Cabinet of Cambodia, officially known as the Council of Ministers (Khmer: គណៈរដ្ឋមន្ត្រី, French: Conseil des ministres), is the executive body of the Kingdom of Cambodia led by the Prime Minister, assisted by Deputy Prime Ministers, Senior Ministers, and Secretaries of State. Members of the Cabinet are nominated by the Prime Minister and appointed by the Monarch. Chapter VIII of the Constitution states the role of the Royal Government of Cambodia, Article 99, "The Council of Ministers is the Royal Government of Cambodia. The Council of Ministers shall be led by one Prime Minister assisted by Deputy Prime Ministers, and by State Ministers, Ministers, and State Secretaries as members." Samdech Tepadei Hun Manet, the Prime Minister of the Kingdom of Cambodia, presides the opening of the Cambodia Vision 2025 Conference under the theme “Cambodia’s New Growth Strategy: Priorities for High-Quality and Sustainable Development” This year’s conference brought together inputs from previous conferences and combined them with additional research from experts from the Cambodia Development Resource Institute (CDRI) on current trends to deliberate and discuss with the aim of defining a common vision for Cambodia’s development direction towards achieving the Cambodia Vision 2050. The main objective of this year’s conference was to assess the strengths and weaknesses of Cambodia’s current economic performance, identify key areas that need to be improved to achieve the Cambodian Development Vision, and facilitate dialogue among senior experts to better understand the challenges ahead and opportunities to help Cambodia implement its reform program effectively in the context of uncertain conditions that could affect Cambodia’s future development trajectory. The conference was also attended by Deputy Prime Minister Chanthol Sun, First Vice Chairman of the Council for the Development of Cambodia, and Her Excellency Serey Chea, Governor of the National Bank of Cambodia and also the Chairwoman of Governing Boards of CDRI.
