The Bureau of Ocean Energy Management made the right call by rescinding NTL No. 2023-G01, which created unnecessary regulatory uncertainty for offshore energy development. This flawed policy stemmed from a closed-door settlement that ignored experts, stakeholders, and Congressional intent. The courts struck it down as legally flawed, arbitrary, and capricious—yet its impact continued to linger, burdening offshore operations with unclear, unscientific restrictions. Rescinding it is a step toward restoring a fair, transparent regulatory process that supports jobs, economic growth, and energy security. Environmental protection remains a priority, but it must be pursued through sound policy, not backroom deals. BOEM and NMFS are now taking the proper regulatory steps, ensuring transparency and stakeholder input. Otto Candies, LLC, a vessel operator based in Des Allemands that traditionally served the oil and gas industry, has expanded to support offshore wind projects in the Northeast. The company provides service vessels, large ships that can accommodate more than 100 people. “I think you’re going to have a vibrant oil and gas market for decades to come, I really believe that,” company CEO Otto Candies III said. “So I think as a supplier of services to the energy industry, if you have more sources and more places to go and work, I think that helps our industry.”
