Approval of Emergency Tariff Hike A Positive Move On 10th October 2024, the Energy Regulation Board (ERB) of Zambia approved ZESCO Limited’s Emergency Tariff Application. On 1st October, the national power utility re-submitted an application requesting for emergency tariff hikes to raise US$15m per month from its customers to support emergency power imports. On Wednesday this week, NSN Energy Consulting Limited Executive Director/ Chief Climate Finance Officer Mr. Susiku I. Nasinda MPhil, FCCA, CESFi???? featured on The Pulse program on Zambia National Broadcasting Corporation (ZNBC TV2) to discuss the impact of the tariff adjustments on power imports, business operations, and the country at large. During the dicussion, Mr. Nasinda applauded the ERB for approving the Emergency Tariff as this will help ZESCO to close the funding gap to support purchase of emergency power from the sub region. Zambia currently has a power deficit of 1300MW following a devastating drought that has resulted in depletion of water for hydropower generation in key reservoirs such as the Kariba Dam. The national power utility needs US$94m per month to support importation of 788MW. The country is already importing 488MW, but needs to import an additional 300MW in order to stabilize power supply and reduce load shedding hours from 21 hours to 17 hours daily. The power utility hopes to provide atleast 7 hours of stable power supply per day to its domestic and commercial customers. Mr. Nasinda stated that the Emergy Tariff Adjustment is provided for in the Electricity Act of 2019, and the conditions precedent to justify the application and subsequent approval were met. Om 29th February 2024, Republican President HE Mr. Hakainde Hichilema declared the drought a National Disaster and Emergency. Subsequently, the ERB declared the drought an emergency through a Gazette on 12th April 2024. This led to ZESCO declaring force majeure during the same week. The tariff hikes will help the national power utility to raise US$15m from its residential, commercial, and Maximum Demand customers to facilitate for emergency power imports from South Africa, Mozambique, Zimbabwe, and through the Southern African Power Pool (SAPP). We urge ZESCO to stick to the conditions set by the ERB in making the approval, especially with regards to enhanced communication with customers, provision of a minimum of 7 hours power supply per day, and sticking to the load -shedding schedules. Zambia has one of the lowest electricity tariffs in Southern Africa. Mr. Nasinda shared the panel with ZESCO Limited Spokesperson Mr. Matongo Maumbi, CTPD Zambia Executive Director Mr. Mwaipopo Isaac, and Mr. Jiholola Kabandala from the Zambia Association of Manufacturers.
