Every child must be protected from violence, exploitation and abuse on the internet. Children are spending more time online than ever before. And they’re getting there sooner. Around the world, a child goes online for the first time every half second. Growing up online offers limitless opportunities. Through computers, smartphones, gaming consoles, and televisions, children learn, imagine and develop their social networks. When used in the right way – and accessible to all – the internet has the potential to broaden horizons and ignite creativity the world over. But with these opportunities come serious risks. Cyberbullying and other forms of peer-to-peer violence can affect young people each time they log in to social media or instant messaging platforms. When browsing the internet, children may be exposed to hate speech and violent content – including messages that incite self-harm and even suicide. Children can also be put at risk when tech companies breach their privacy to collect data for marketing purposes. Child-targeted marketing through apps – and the excessive screen time it often results in – can compromise a child’s healthy development. Strategies to promote online safety must protect the educational and health benefits of digital technologies, while addressing the risks of exposure to violence, exploitation, and abuse, as well as to privacy breaches. Alright, Roblox! In an effort to address child safety concerns, the digital gaming platform, Roblox, announced Monday that it is rolling out a major update to its safety features and parental controls. The update includes amped-up parental controls and communication restrictions for players under 13. "Any instance of a child being hurt or put in danger that has anything to do with Roblox is just absolutely unacceptable for us," Roblox's chief safety officer, Matt Kaufman, told Here & Now on Monday. The onset of COVID-19 coincided with the peak growth of video game usage, with 2.7 billion gamers in 2020. Digital gamer growth has slowed since the pandemic-driven boom of 2020, but 321 million new gamers will still come online between 2023 and 2027. Online gaming is a great way to teach young people skills such as teamwork and problem-solving. Ideally, parents shouldn’t have to worry about who else is using the same platform as their children and interacting with their children, but unfortunately that isn’t always the case. Three-quarters of teens and pre-teens experienced harassment in online multiplayer games in 2023, up from 67 percent in the previous year. One of the most concerning forms of harassment is online grooming. This week, the National Center for Missing & Exploited Children (NCMEC) released guidelines for online platforms to help them comply with a new law revolutionizing efforts to combat online child sexual exploitation, specifically child sex trafficking and online enticement. The internet has become a thriving marketplace to sell children for sex and provides offenders with easy access to children to entice them to meet in person for sexual acts and to extort them for sexual images or money. These guidelines are intended to help online platforms play a crucial role in protecting children by recognizing key signs and indicators of child sexual exploitation. The bipartisan bill, known as the “REPORT Act,” was enacted in May and gave NCMEC the opportunity to issue guidelines for U.S.-based online platforms that are now required to report child sex trafficking and online enticement to NCMEC’s CyberTipline. Prior to passage of the new law, online platforms were not required to report these crimes. Among other significant improvements, the REPORT Act enhances efforts to identify child victims in child sexual abuse material, provides more support to survivors and improves their ability to seek restitution against offenders. The act also extends the time online platforms must retain content from 90 days to one year to give law enforcement more time to investigate the relentless stream of reports. Texas Sen. John Cornyn wants more federal protections for kids on social media – what many parents would consider common sense rules. But getting Congress to agree is another matter.
