The Northern Virginia Technology Council (NVTC)?responded to the White House Office of Science and Technology Policy’s (OSTP)?RFI on AI, outlining key steps to ensure?U.S. leadership in AI. ? Our response provides critical input to the?AI Action Plan?directed by?Executive Order 14179?which states, “It is the policy of the United States to sustain and enhance America’s global AI dominance in order to promote human flourishing, economic competitiveness, and national security.” ? We believe that AI’s transformational and disruptive impact within an interconnected global economy presents a unique opportunity for the United States to strengthen and sustain its leadership in AI markets and technology. ? Best CISO Panel I've ever been to. Thank you to the Northern Virginia Technology Council (NVTC) for hosting the event. And a special thank you to Alicia Lynch, Frank Aiello, Oki Mek, and Michael Baker for being on the panel. Their insights and expertise were incredible. Spending 1:1 time with them after the panel discussion was awesome. Each of them had a line 10-15 people deep. And they stayed to talk to everyone. I know we all live on a steady diet of email and virtual meetings, but there is something special about in-person meetings that can't be beat. Since the new administration’s recent actions and executive orders, we’ve been closely monitoring how federal agencies respond—and how these changes bring both challenges and opportunities to federal contracting and grants. Together, Arlington Consulting Group (ACG) and GrantExec have uncovered compelling insights: ?? Unprecedented Federal Spending Growth Over the past decade, total federal government outlays have surged from $3.5 trillion to $6.8 trillion annually, a 93% increase. Federal contract obligations alone climbed to $740 billion in FY24—a 68% jump over the past decade (28% since FY19). Meanwhile, federal grant obligations reached $1.21 trillion in FY24, marking a 101% surge (58% since FY19). ?? Massive Employment Impacts This spending boom reshaped the employment landscape: federal contractor headcount grew from 2.8 million in 2002 to 5.2 million in 2023, while grant-funded positions nearly doubled from 1.2 million in 2017 to 2.3 million in 2023—together eclipsing 2.4 million direct federal civilian employees by more than threefold. Given the substantial total federal ecosystem—approximately 11.3 million jobs nationwide—even a 10–20% workforce reduction could result in 1.1 to 2.2 million national job losses. In the Virginia-Maryland-D.C. region alone—home to roughly 450,000 federal civilian employees, with indirect employment via contractors and grants estimated at 900,000 to 1.35 million—potential job losses could range from 135,000 to 270,000. Virginia specifically could experience approximately 75,000 total job losses from a 10% workforce reduction, erasing anticipated employment gains and risking recession. ?? Balancing Reforms vs. Critical Missions While reducing fraud and waste is essential, a “chainsaw” approach threatens crucial services, displacing dedicated public servants and destabilizing local economies. Recognizing these risks, the President recently hinted at a more nuanced “scalpel” strategy for future workforce cuts. Amid sweeping disruption, strategic opportunities abound—particularly in technology modernization (AI, cybersecurity, analytics), infrastructure investment (BIL), strategic workforce planning, and agency reform. Organizations that proactively adapt, emphasizing efficiency, ROI, and agility, will remain competitive and resilient in the face of change.
