The State of New Hampshire has budgeted almost all the flexible federal funds provided by the?American Rescue Plan Act. While the State has budgeted these funds, data provided by the Governor’s Office for Emergency Relief and Recovery show that $433.7 million (43.6 percent) had been spent as of June 30, 2024. Another $313.5 million (31.5 percent) had been?obligated, which indicates funds are under an agreement that requires payment but are not yet spent, as of the end of June 2024. U.S. Internal Revenue Service data suggest New Hampshire residents with the highest incomes, in the top one percent of tax filers, collected a disproportionately large share of income reported by New Hampshire households. Of the $77.8 billion in Adjusted Gross Income (AGI) spread across 674,178 tax returns from the approximately 1.388 million Granite Staters in 2021, the most recently available detailed data, about $19.1 billion in AGI was reported by the 6,742 top one percent of tax filers, totaling about 24.5 percent, or nearly one quarter, of the total. AGI for the top one percent increased 61.9 percent between 2020 and 2021 in New Hampshire, largely due to increases in capital gains income.
