North Dakota Launches New Paid Family Caregiver Program Following the passage of Senate Bill 2276 in the 2023 legislative session, North Dakota introduces a pioneering family paid caregiver initiative, orchestrated by the North Dakota Health and Human Services. This program is designed to support families who provide care to relatives with significant needs. The legislation enables family members looking after a child or an adult registered under an eligible North Dakota Medicaid 1915(c) waiver to apply for financial assistance from the state, available five days a week. The waivers cover a range of needs, including Autism Spectrum Disorder for individuals up to 17 years old, children with medically fragile conditions, children’s hospice care, and services for individuals with intellectual and developmental disabilities. Applications can be submitted via the North Dakota Health and Human Services website, where further details and enrollment options are available. Tina Bay, the Director of the Developmental Disabilities Division at North Dakota Health and Human Services, highlighted the financial relief this program aims to provide for families, acknowledging the difficult choices many have to make between working and caregiving. Under the program, caregivers of children up to 17 years of age are eligible for a daily stipend of $77.45, while those caring for adults can receive $154.89 per day. However, the program limits reimbursement to one caregiver per household and does not fully cover the costs of hiring a professional caregiver, though it significantly eases the financial burden. An appropriation of $2.2 million has been set aside for the program, extending its reach to an additional 120 individuals by June 30, 2025. The application process, opening on April 1, involves a comprehensive assessment conducted by a Health and Human Services team member to confirm the necessity for extraordinary care, with applicants given a 10-day window to complete this evaluation.
