For more than 50 years, state Housing Finance Agencies (HFAs) have played a central role in the nation’s affordable housing system, delivering financing to make possible the purchase, development, and rehabilitation of affordable homes and rental apartments for low- and middle-income households. The National Council of State Housing Agencies (NCSHA) is a nonprofit, nonpartisan organization created to advance, through advocacy and education, the efforts of the nation’s state HFAs and their partners to provide affordable housing to those who need it. NCSHA’s members are: ? the state HFAs, as well as the HFAs of the District of Columbia, New York City, Puerto Rico, and the U.S. Virgin Islands; ? the agencies that allocate the Low Income Housing Tax Credit in the states where an HFA does not; and ? more than 350 affiliate members in the affordable housing field. NCSHA’s Mission To advance through advocacy and education the nation’s state Housing Finance Agencies’ efforts to provide affordable housing to those who need it. NCSHA’s Vision An affordably housed nation.

Major American cities are in much better shape today than many predicted they would be during the early-Covid period of widespread lockdowns, sharp crime spikes, and mass adoption of remote work. Twenty-five of the 26 largest downtowns have more residents today than just before the pandemic, and violent crime is down in most. The worst of pandemic-driven decline was “episodic and has shown signs of a reversal,” asserts a new report by Cushman & Wakefield. Yet most large downtowns remain plagued by high rates of excess office space. CBRE and other analysts see an urgent need for central cities to provide more housing, from office conversions, through zoning reforms, and with tax incentives. In at least one respect, the flooding from Helene that inundated communities hundreds of miles from the coast wasn’t that unusual: More than 40 percent of recent FEMA claims have come from outside “high-risk” areas. The situation on the ground in western North Carolina, where the 92 local and 25 county governments that cover the most impacted areas likely “will struggle to manage a complex housing recovery, in part because of their relatively small sizes and limited experience with major disasters,” reflects a reality around the country.
