Last Saturday, 50 years to the day after President Gerald Ford signed the legislation that created the federal child support program, President Biden signed H.R. 9076 (the Supporting America’s Children and Families Act). The law gives tribal child support programs the same access to information needed to operate their child support enforcement programs that states and territories currently have. It also authorizes state use of contractors for purposes of child support enforcement. NCSEA is tremendously grateful to the bipartisan group of legislators who shepherded this legislation through Congress and the many child support program leaders and advocates who helped raise awareness of this issue. For some of them, this is the culmination of many years of work. Congratulations and thanks to all of you!

Did you know that, according to the Office of Family Violence Prevention and Services (OFVPS), almost 40% of the custodial parents with cases in the Title IV-D child support program have experienced domestic violence with the other parent on their child support cases? Similarly, 1 in 4 noncustodial parents may have domestic violence during their lifetimes. Financial dependence is one of the main reasons many parents return to their abusive partner. When child support is received consistently, it can be a primary source of income for custodial families. his emphasizes that the child support program plays a key role in helping survivors leave abusive relationships and that child support agencies should prioritize the establishment and implementation of policies that protect victims of domestic violence.
