States are implementing approaches to improve continuity of care for justice-involved youth, who often have significant health and behavioral health needs and face unique barriers to accessing care. While Medicaid and CHIP cover over half of all justice-involved youth, federal law has historically prohibited states from receiving federal financial participation for services provided while youth are in correctional settings. As children and adolescents experience increasingly high rates of mental and behavioral health conditions, access to appropriate care is a serious challenge.
