States are implementing approaches to improve continuity of care for justice-involved youth, who often have significant health and behavioral health needs and face unique barriers to accessing care. While Medicaid and CHIP cover over half of all justice-involved youth, federal law has historically prohibited states from receiving federal financial participation for services provided while youth are in correctional settings.
