Another ripple effect from the federal budget fallout: Congressionally appropriated funds—also known as earmarks—did not make it into the approved legislation. These funds are typically awarded outside the standard appropriations process, through a separate application directly involving members of Congress. And they support some major initiatives, including: ?? Equipment purchases ??? Infrastructure projects ?? Research and innovation ???? Large-scale training programs … and more. We’ll be watching closely as the next budget cycle approaches on October 1. The OIG Plenary Panel at the NGMA Conference offered some insights into the audit process. Some considerations and recommendations: ?? They recommended more open communication and not hiding issues that could impact their review. ?? You can actually negotiate the language in some of their findings, so make sure you review these with your team! ?? Top findings from the HHS OIG: disallowable costs, safety concerns, failing to achieve grant objectives, lack of supporting documentation and poor subrecipient monitoring. ** special note that HHS includes a list of excluded parties on its website** ?? Use of AI tools to evaluate complaints and choosing data points to prioritize due to large amounts of information. May help create some efficiencies. A common theme throughout the session (and many others) was having robust internal controls! My session was about this, so I will share more insights. The legal challenges to recent federal orders are just beginning—this will be a marathon, not a sprint. ?? With more grant funding shifting to states via block grants, capacity and oversight burdens are growing fast. ? More regulatory changes are coming, so staying compliant is critical to protecting your funding. ?? Advocacy matters—join associations and talk to your elected officials to protect your community’s access to grants. We had many conversations with organizations who have started creating action plans to adapt to all the changes. There's a lot of great info being shared at the National Grants Management Association conference, and it's only been one day. The most valuable aspect has been the connections. As we all navigate the new normal, it is great to be surrounded by committed, concerned, and insightful colleagues who care deeply about this work and want to do what is best for their organizations and clients. I'll be sharing more information next week on various compliance updates I glean from the sessions and/or panels, but for now, I am enjoying meeting people from across the country and getting my grant geek on. There's still a lot of uncertainty, but there's also hope!

HUD rejected the City of Asheville, NC’s Community Development Block Grant application because it included some “DEI” language. If you recall, this city and the surrounding area were devastated by Hurricane Helene. The agency cited that it rejected the application because of its focus on the allocation of funding for minority and women-owned businesses. For those unfamiliar with federal procurement, this is a statutory requirement and included in 2 CFR 200. We are now seeing statutory requirements conflict with executive orders. I expect more agency decisions like this and potential changes to some of those procurement requirements in the Uniform Guidance. Prepare yourselves as even HUD Secretary Scott Turner stated, “DEI is dead at HUD.” See a link to an article about this in the comments. ??
