    Federal Grant Compliance Warrior and Grant Lifecycle Expert

    HUD rejected the City of Asheville, NC’s Community Development Block Grant application because it included some “DEI” language. If you recall, this city and the surrounding area were devastated by Hurricane Helene. The agency cited that it rejected the application because of its focus on the allocation of funding for minority and women-owned businesses. For those unfamiliar with federal procurement, this is a statutory requirement and included in 2 CFR 200. We are now seeing statutory requirements conflict with executive orders. I expect more agency decisions like this and potential changes to some of those procurement requirements in the Uniform Guidance. Prepare yourselves as even HUD Secretary Scott Turner stated, “DEI is dead at HUD.” See a link to an article about this in the comments. ??

  • Equity is a hot topic in grant funding—but how should you approach it in applications? Let's dive in! ?? -Some corporate funders now require nonprofits to remove DEIA language as a funding condition. Weigh whether this aligns with your mission or if the funding is essential. -Federal funding focuses on broad populations rather than specific DEIA-targeted groups. Tailor your language accordingly. -Agency requirements vary—review NOFOs carefully.     So, the House passed the federal budget yesterday, but there is still a ways to go until it is officially approved to avoid a shutdown. What we know: ?? It narrowly passed the House (217 to 215) and pretty much along party lines. ?? There are anticipated cuts to the Medicaid and SNAP programs. ?? Moving fiscal responsibilities to states, local government, and tribal communities, which are already feeling cash-strapped. What can we expect? ??Further Congressional review and House committee discussions about the specific discretionary programs to reduce spending and/or eliminate to pass the budget, specifically the Energy and Commerce, Agriculture and Education and Workforce Committees. ??Increased pushback from Democrats on the impacts of the spending cuts. ??Prioritization of federal administration's focus on economic growth and deregulation. Based on what has been presented and the past few weeks, we know that federal spending will decrease across the board (mandatory and discretionary). It is important to assess your organization's reliance on government spending as the spending outlook will impact all those receiving federal funding. Drawdown as much of your award funding as possible!

  • Federal procurements are under intense scrutiny due to concerns about government waste and fraud. Effective grant stewardship means ensuring that your contractors can be trusted. Focus on these three steps very carefully, especially this year: ?? Examine past audits for any red flags. ?? Check https://ed.gr/ehf6x to verify that contractors aren’t debarred or suspended. ??     Yesterday was Day 1 of MFT’s updated Grant Managememt Bootcamp. It was great to talk about risk, internal controls and reviewing a notice of grant award. Today and tomorrow we’ll continue with financial oversight, allowable costs, procurement, property and single audit prep - we cover all the things. Even though things are changing rapidly in the grant space, strong grants governance and compliance is not changing and even more important now! Interested?
