The ESA listing process for monarch butterflies began in 2014 with a formal petition. In 2020, USFWS ruled that a listing was “warranted but precluded” by higher-priority listing actions for other species in greater immediate danger of extinction. By mid-December 2024, the USFWS will announce whether a listing for monarchs is still warranted, potentially proposing a rule to list monarchs as endangered or threatened. The U.S. Fish and Wildlife Service (USFWS) is expected to announce a decision by mid-December on whether listing the monarch butterfly under the Endangered Species Act (ESA) is still warranted and, if so, whether it should be listed as “threatened” or “endangered.” North America's eastern and western monarch butterfly populations have faced a variety of threats, including habitat loss, pesticide exposure, and climate change. In 2014, a petition formally requested the monarch be listed under the ESA, sparking a thorough review process. If a proposed rule to list the monarch as endangered or threatened is published this December, it will be based on decades of research and multiple years of rigorous data review.
