    The newest edition of #DCCleanTech is on the wires! ???We are doing a deep dive into 14 House #Republicans who recently testified to the House Ways and Means Committee about the #IRA tax credits that should be spared from the chopping block in the upcoming #reconciliation bill. Remember, House W&M is in the drivers seat when it comes to reconciliation, which will ultimately decide the fate of the IRA. ??We dug into the statements of the 14 House Republicans (+1 bonus Dem) to see which credits they went to bat for and what that could ultimately mean for the future of the IRA. We found lots of support for biofuels and manufacturing credits, but also for #offshorewind and - if you read between the lines - love for #EVs too. We also analyzed the language they used to advocate for the IRA to see which arguments they found most persuasive with their fellow Republicans. There's a lot the sector can pull from here when learning to talk #cleantech to Republicans. Also in this issue: ?? Clean Tech Legislation Tracker: We sifted through the bills introduced in the 119th Congress and dove into the ones that are most impactful for the clean tech sector.     In this month’s edition of #DCCleanTech we are profiling all 14 Republican House Reps that signed Rep Garbarino’s letter to Speaker Johnson warning against a premature repeal of the IRA clean energy tax credits. While those members of Congress voiced broad support for the IRA, they did not specify which of the two dozen clean energy credits they supported, and which, if any, they were happy to see cut. And let’s be real - with a Republican trifecta in the House, Senate, and White House, changes to the IRA are to be expected. So which of the clean energy credits will these 14 House Republicans go to bat for, and which could get axed? We have you covered.? ? ??We’re digging into the major clean tech investments in their districts ? We’re reviewing the important votes and energy legislation they’ve sponsored ??We’re highlighting key committee assignments, caucus memberships, and more! ? We’re also profiling a handful of bonus “honorable mention” representatives, like Energy and Commerce Chairman Brett Guthire, that serve on influential committees and have major clean tech investments in their districts. ??Spoiler Alert??     ?? Big news for American clean tech manufacturers this week! The U.S. Department of the Treasuryand the Internal Revenue Service published final regulations for tax credits under the #InflationReductionAct and #CHIPS that provide a major boost to domestic clean energy producers, particularly to the solar and critical minerals sectors. ? CHIPS 48D: Under the final regulation, facilities and equipment used to manufacture solar ingots and wafers now qualify for the 48D 25% investment tax credit. The tax credit is available for facilities that begin construction before 2027 and can be stacked with other tax credits, like the IRA's 45X Advanced Manufacturing Production Tax Credit. Earlier in the month, Treasury indicated that solar wafer would be included in domestic content provisions, so the move to support domestic production is great news for solar deployers who want (and are incentivized) to buy domestic products, but simply can't find sufficient supply to meet demand. ? ?? IRA 45X: On Thursday, Treasury released final rules clarifying that eligible expenses for the 45X 10% tax credit for critical minerals processors and battery component manufacturers would include costs related to the extraction of raw materials in the United States as well as costs for acquiring raw extracted materials regardless of whether they are domestically- or foreign-sourced. The announcements out of Treasury this week will be welcome news for domestic clean tech manufacturers and critical minerals miners. Both critical minerals and solar manufacturing sectors are dominated by China, and U.S. producers have been struggling to establish U.S. operations in the face of heavily subsidized imports.     Big news from the U.S. Department of the Treasury this week where they announced more than $2 billion in point of sale tax credits have been claimed in the first 9 months of the year for electric vehicles under the IRA's 30D new clean vehicle and 25E previously owned clean vehicle tax credits. A few thoughts: ?? $2 billion is a staggering amount. That puts the credits on track for well over $2.5 billion for the year - likely much closer to $3 billion ?? when non-point of sale tax claims are collected (93% of the 30D claims and 88% of 25E claims were filed point of sale). ?? Consider that the original CBO estimate for both credits for the entire year was only $547 million. If we only factor in point of sale claims, the clean vehicle tax credits would overshoot the CBO estimate by well over $2 billion this year alone, under the current trends (see the chart below). ?? There's a credible case for the final 2024 tax credit uptake to hit the $3 billion mark. We're still waiting on Q3 sales data, but there was strong Q2 EV sales growth and Hyundai Motor Company (?????) just announced that its new Georgia EV plant is now up and running. Hyundai has consistently been number 2 to Tesla in EV sales over the past several quarters, and until this month, its vehicles have not been eligible for the 30D tax credit because they were not manufactured in the United States. That changes now, and Hyundai's sprint to invest billions and manufacture in the United States demonstrates the power of the IRA to attract foreign direct investment and manufacturing jobs. ?? 30D and 25E are just two tools in the IRA's EV demand-support toolbox. We've still not seen any data from Treasury on the 45W Commercial Clean Vehicle Tax Credit, which provides tax credits for commercial vehicles and most leased vehicles. With EV leases rising, it will be interesting to see how heavily subscribed the 45W tax credit is this year, and how it compares to 30D and 25E. https://lnkd.in/efqBvwi6
