MCCD is an association of nonprofit community development organizations committed to expanding the wealth and resources of neighborhoods through housing and economic development initiatives. For close to thirty years, MCCD members have worked together to increase opportunities for the development of quality, community-based projects through collaborative action on public policy issues, loan fund development, public education efforts, and long-term strategic planning. Through these efforts, the organization has demonstrated the effectiveness and efficiencies gained by a shared vision of cooperation. The staff of MCCD work to facilitate cooperation and communication among our members and advocate on behalf of the work they do. A core function of MCCD is to manage a micro-loan program designed to improve capital access for new and growing neighborhood-based businesses.

The Distressed Property Data Report reveals deep financial challenges faced by affordable housing developers since the COVID 19 pandemic. MCCD is supporting this work through the Housing Stability Coalition and our bills that would increase investments in HIBs and the Challenge Fund. We also are working to pass legislation that would propose solutions to the growing insurance crisis contributing to the financial distress of our members. Senator Susan Pha (38, DFL) represents Brooklyn Park, Brooklyn Center, and Osseo in the Minnesota Senate. She serves on both the Jobs and Economic Development Committee and the Housing and Homelessness Prevention Committee, allowing MCCD to engage with her across the entirety of our work. Senator Pha is the author of our Small Business Assistance Partnerships bill, which had a hearing in the Senate Jobs and Economic Development Committee yesterday, February 24th. This bill will ensure that small businesses across the state have access to high-quality, free business development assistance. Thank you to Senator Pha for carrying this critical bill, and for being a champion for community development at the Senate!
Today at the Capitol: The Small Business Assistance Partnership Bill (SF 1521) had a hearing in the Senate Jobs Committee. This bill, authored by Senator Susan Pha, will maintain the same level of funding as allocated in the 2023 legislative session to ensure that small businesses across Minnesota have access to free, high-quality business development services. Esther Obaigwa, owner of Kare Healthcare Agency, and Kari Tribble, MCCD client and owner of Avari Beauty in White Bear Lake, testified to the impact of the Small Business Assistance Partnership Program on their businesses. Senator Lindsey Port (55, DFL), representing Burnsville and Savage, has served in the Minnesota Senate since 2020 and is the Chair of the Housing and Homelessness Prevention Committee. Sen. Port has worked with MCCD and our members to champion new investments in Housing Infrastructure Bonds (HIBs) and across the entire housing continuum. She was a critical leader in the transformative effort to pass more than $1 billion for housing in 2023. This session, Sen. Port is our chief author on our HIBs bill (Senate File 203 - $400 million in HIBs), which had a productive hearing in the Senate on Tuesday. Thank you to Sen. Port for being a housing champion and for being a true partner in this work! We look forward to continued advocacy at the Capitol as we work with our members and our lawmakers to prioritize housing this session.
