STATEMENT ON THE PROGRESS OF PREPAYMENT METERS UPGRADE In January 5th, 2024, the public was informed the of an upcoming MANDATORY software upgrade of domestic prepayment electricity meters. The notification followed a global announcement by the Global Standard Transfer Specification (STS) Association that all STS prepayment meters will be affected by the Token Identifier (TID) rollover on 24/11/2024 and, therefore, will stop accepting new tokens on 24 November 2024 unless upgraded. This issue stems from the expiry of the current Token Identifier (TID), which has been in use since 1993. Any Meters that are not upgraded will reject tokens generated after the deadline, and therefore, users will not get electricity. Since then, the Electricity Distribution Companies have embarked on upgrading electricity meters using key change tokens on every meter to extend their life to 2045. The electricity distribution companies have achieved significant progress: About 2.2 million customers have successfully upgraded their meters, representing 95.5% completion for both Umeme and UEDCL customers combined and 100% for KIS and Wenreco. Customers who have not yet completed their upgrade of their meters and are strongly encouraged to do so before the deadline. How do you check if your prepayment meter is upgraded or not? Customers using the Inhemeter, Star, Waison, XJ prepayment meters, press 873 and press enter. 01 means not upgraded, and 02 means upgraded. For customers using Conlog, press#005#, r1:t2 means not upgraded, and r2:t2 or r2:t10 means upgraded. For Hexing, Itron, and Chint prepayment users, press 873 and press enter. 01 means not upgraded, and 02 means upgraded. For Sanxing & Sunrise prepayment users, press 005 and press enter, 01 means not upgraded, and 02 means upgraded. For Reallin prepayment users, press 011 and press enter, 01 means not upgraded, and 02 means upgraded. The Ministry would like to encourage everyone, if in doubt, to check your meter and confirm it's upgraded. Umeme & UEDCL have already issued guidelines on how to check the status of your meter. • Media as a Partner and Catalyst for Universal Energy Media plays an instrumental role in creating traction for a specific topic. With the choice to report on an issue or not, journalists co-decide the topic of conversation in society. They put things on the societal agenda, often also influencing the focus of the political debate. Apart from determining the subject, media and opinion makers also steer the debates. They not only raise public awareness; they also influence public opinion. This public opinion and subsequent action can be the final tipping point or even a driving force for decision makers to act. It has boosted, for instance, pressure on governments, international institutions and businesses to invest in energy access and environmental stewardship. Media also enhances the two-way communication between policy-makers and citizens. On the one hand, they play the role of watchdog. They translate policy and practice of governments, private sector and international institutions into understandable reports that inform citizens about these policies and practices. Despite these realities, several challenges remain, requiring attention, to fully deploy the strategic potential of the media fraternity as a partner and driver of universal energy access. This Session will bring together prominent media personalities, public relations officers, leaders of the field, and researchers to explore these challenges and opportunities, and to offer lessons and recommendation for the energy landscape. Session Chair: Dr. Litho Patricia, Assistant Commissioner of Communications & PR, MEMD Keynote Speaker: Mr. Don Wanyama, Managing Director/Chief Executive Officer, Vision Group, Uganda.
