The Egyptian Ministry of Communications and Information Technology (MCIT) is the government body responsible for information and communications technology (ICT) issues in the Arab Republic of Egypt. General Information In September 1999, Egypt launched the National Program to develop the Communications and Information Technology (ICT) sector in Egypt. The program aims to foster the development of an information society in Egypt and stimulate the growth of a strong, competitive, vibrant, export-oriented ICT sector. The cornerstone of this program was the establishment of the new Ministry of Communications and Information Technology, in October 1999, to lead these efforts. Then, the Ministry of Communications and Information Technology (MCIT) launched a National Plan for ICT, establishing multi-disciplinary projects and initiatives related to vital sectors, such as education and health. The national plan helps the ministry promote the use of ICT nationwide as a means to achieve national development goals; and establish the pillars of a knowledge society in Egypt in close collaboration with other governmental, civil society and private sector entities.

  • ICT Minister Heads to Serbia to Discuss Collaboration in ICT The Minister of Communications and Information Technology Amr Talaat headed, today, to Belgrade, Serbia, on a three-day visit. He is due to meet with ministers, government officials, and representatives from universities, R&D centers, and Serbian companies to discuss fostering cooperation and sharing expertise in ICTs and investment attraction. Talaat’s visit comes in response to an invitation extended from the Serbian Minister of Information and Telecommunications and the Serbian Minister of Science, Technological Development and Innovation. The goal is to explore closely the Serbian ICT sector and the efforts to promote technological innovation and entrepreneurship. The visit also aims to advance efforts to implement the Memorandum of Understanding (MoU) inked by the two countries during the Serbian President’s visit to Egypt last July. The MoU focuses on boosting cooperation in key areas, such as digital transformation, offshoring, and knowledge exchange in building technology parks.   • NAID, ERU Sign MoU to Empower PwDs ? The National Academy of Information Technology for Persons with Disabilities (NAID) of the Ministry of Communications and Information Technology (MCIT) has signed a memorandum of understanding (MoU) with the Egyptian Russian University (ERU) to integrate persons with disabilities (PwDs) into university education. ? This collaboration aims to empower and qualify people with special abilities, promote the availability and use of ICT and assistive technology tools within the university community, raise awareness among students, researchers, and faculty about assistive technology, and encourage its adoption. It also seeks to develop joint research programs focused on technology tools like AI, Machine Learning, modeling, digital manufacturing, VR, and AR, and apply them to benefit PwDs and in related medical diagnostics. Additionally, the partnership will support entrepreneurship, including through incubator and business accelerator programs, in the field of assistive technology. ? This initiative aligns with ongoing national efforts to protect the rights of PwDs, enhance their capabilities, and foster their integration into all aspects of life, in line with Egypt Vision 2030 and the Sustainable Development Goals. ? Established in 2018, NAID is a national initiative focused on empowering individuals with disabilities by enhancing their skills through access to ICT and assistive technologies. The academy aims to promote their integration into education, employment, and society, contributing to Egypt's economic and social development.   • Egypt Participates in Africa Internet Governance Forum 2024 Egypt, represented by the Ministry of Communications and Information Technology (MCIT), participated in Africa Internet Governance Forum (AfIGF), held on November 20-22 in Addis Ababa, Ethiopia. The event was supported by key partners, including the African Union, United Nations Economic Commission for Africa (ECA), UK Foreign, Commonwealth and Development Office; GIZ, the Internet Corporation for Assigned Names and Numbers (ICANN), Huawei, and Meta. AfIGF is a platform for stakeholders from government, civil society, the private sector, academia, and the technical community to discuss policies and strategies for Internet governance in Africa, focusing on inclusivity and digital development. Key topics at the 2024 forum included emerging technologies, digital rights, universal access, data governance, and cybersecurity. In a session titled “Her Data, Her Policies: Towards an Inclusive Data Future in Africa,” MCIT representative made significant contributions to discussions on gender inclusion in data governance frameworks. She emphasized the importance of awareness and capacity-building initiatives as foundational steps toward empowering women and fostering inclusivity in the field. She also highlighted the need to encourage young girls to pursue education in STEM (Science, Technology, Engineering, and Mathematics) as a way to ensure greater representation and influence in the technology and data sectors. Reflecting on Egypt’s progress, she discussed national training programs aimed at strengthening data governance and privacy capabilities. She also announced the imminent launch of Egypt’s Personal Data Protection Center, which will focus on safeguarding privacy, ensuring equitable treatment of data subjects, and raising public awareness about data rights. She stressed that data protection is an evolving field that requires sustained national, regional, and international efforts, and she called for stronger collaboration across Africa to address systemic biases and promote inclusive data governance. MCIT insights reinforced the importance of adopting holistic approaches to data governance that prioritize gender equity and empower marginalized groups.
