Milligan Consulting, LLC (Milligan) is a full-service minority and veteran-owned consulting firm. Originally established in 1985 as a consulting and Certified Public Accounting firm (Milligan & Company, LLC), the consulting practice of the firm was restructured into Milligan Consulting in 2020. Together, Milligan Consulting and Milligan & Company, has a professional staff of 30+ employees that serve a national client base from offices headquartered in Philadelphia, PA. Currently, most staff work remotely and are located nationally including in Pennsylvania, New Jersey, Delaware, Maryland, Virginia, South Carolina, Georgia, Florida, Texas, Arizona, and Washington State. Along with its predecessor, Milligan Consulting staff has provided services such as those required by the City of Colorado Springs’ request for proposal (RFP) for over three decades. We have specialized practices in the areas of: State Compliance and Oversight; Diversity Compliance and Oversight, including Americans with Disabilities Act (ADA), Title VI, Equal Employment Opportunity (EEO), and Disadvantaged Business Enterprise (DBE); Transportation Consulting; and Economic Development.
