In the first week of December, MER’s Matthew Shepherd and Megan Grau conducted a site visit to Proyecto Azteca in Hidalgo County, Texas, as part of an assignment to assess their readiness for technical assistance and identify support needs that could be addressed through the U.S. Department of Housing and Urban Development (HUD)’s Distressed Cities Technical Assistance (DCTA) program. Proyecto Azteca is a nonprofit organization dedicated to providing affordable housing and empowering low-income families through self-help construction programs. Focused on serving Colonia residents, Proyecto Azteca combines housing solutions with education and advocacy to address systemic challenges in under-resourced communities. The visit centered on understanding the organization’s staff capacity, revenue needs, and land acquisition challenges, as well as exploring their prior and ongoing efforts to collaborate with local governments to meet those needs. Through in-depth discussions with staff and leadership, Matt and Megan gained a clearer picture of the organization's operational priorities and obstacles, also identifying specific areas where DCTA’s support could enhance their efforts. The visit also included a tour of a recently completed home, where they met the family preparing to move in—a moment that underscored Proyecto Azteca’s tangible impact on addressing housing challenges for high-need families.
