The Miami Conservancy District (MCD) is all about water -- protecting cities in southwest Ohio from flooding, preserving the quality and quantity of water, and promoting recreation along our waterways. MCD's core mission is flood protection. Over the years, the organization has branched out to meet the region’s water needs. Today, MCD is working hard to help preserve the quality of our water through monitoring, testing and education. MCD owns or maintains 35 miles of paved trails for biking, skating, walking, jogging and enjoying. MCD also plays a leadership role throughout the region. Bringing together state and federal funds to leverage local dollars, MCD has been a key partner in projects like downtown Dayton’s RiverScape, which has improved the quality of life for Miami Valley residents.

  • Another Great Flood? Not on our watch. The Miami Conservancy District is a pioneering organization at the forefront of flood protection, water stewardship, and recreation since 1915. Established after the disastrous 1913 flood that caused widespread destruction and loss of life in the Miami Valley region, the organization has kept communities safe while storing dangerous floodwaters more than 2,149 times.   • We are Storing Floodwaters to Protect Communities Over the last 24 hours, our region received 1-2 inches of rain, and the Miami Conservancy District's flood protection system is doing its job. Germantown Dam is storing water to reduce downstream flooding and we closed a floodgate in Hamilton to prevent high river levels from backing up into the city. More on Floodgates: A Critical Part of Flood Protection We talk a lot about dams and levees, but floodgates play an important role, too. Closing floodgates is one of the first actions taken by our field staff during a flood storage event. How do floodgates work? Cities have storm sewer pipes running through levees to drain streets into the river. Floodgates are built at the end of these pipes. When river levels rise, floodgates prevent water from backing up through storm sewers and flooding city streets. MCD maintains and operates 218 of the 237 floodgates in the system, inspecting each one regularly. Others are managed by Dayton, Piqua, and Hamilton. Amazingly, most of our floodgates are over 100 years old—and they still work perfectly. The Miami Conservancy District congratulates Marcelo Garcia, a valued member of our Board of Consultants, on his election to the National Academy of Engineering (NAE)! ?? Election to the NAE is one of the highest professional distinctions an engineer can achieve. Membership honors those who have made outstanding contributions in engineering practice, research, or education; pioneered new fields of technology; advanced traditional engineering disciplines; or led major engineering endeavors. NAE members represent the world’s most accomplished engineers from business, academia, and government. Dr. Garcia, an expert in sediment transport, river, and marine morphodynamics, has been instrumental in guiding MCD’s hydraulic decision-making. He has also served as the director of the Ven Te Chow Hydrosystems Laboratory at the University of Illinois and was recently honored as Doctor Honoris Causa by the National University of Córdoba. We are fortunate to have such a distinguished expert supporting MCD’s mission.     Germantown, Englewood, and Huffman Dam are doing their job! ???? Over the past 24 hours, our region received 0.75 to 2.5 inches of rain, and the Miami Conservancy District's flood protection system is hard at work. ? 3 dams currently storing floodwater. ? Floodgates are closed in Hamilton and Middletown to protect communities. This is why MCD was built—to protect people, businesses, and infrastructure from flooding. We’re monitoring conditions and managing water levels to keep the region safe. Thanks to this careful management, residents and businesses can go about their day without worry.     The Great Miami Riverway Coalition is pleased to announce that Chris Fine, Development Director for the City of Miamisburg, Ohio, has been elected as the new chairperson of the coalition. His two-year term began in January 2025. Fine has been an active member of the Riverway Coalition since its inception in 2017 and brings extensive experience in urban planning and economic development to his new leadership role. As chair of the Riverway Coalition, Fine will collaborate with Riverway communities and agencies to: Attract more visitors to the region. Support economic development initiatives. Strengthen river corridor neighborhoods. Increase the use of recreational, historical, and cultural assets. “We are thrilled to welcome Chris Fine as chair of the Great Miami Riverway,” said Ginger Clark, Manager of the Great Miami Riverway. “His extensive experience in community development and his leadership in riverfront revitalization in Miamisburg make him an exceptional choice for this role. Chris has a deep understanding of regional collaboration and a strong commitment to leveraging our natural assets for economic growth and community engagement.” Fine, a Troy native, earned a bachelor’s degree in urban planning from the University of Cincinnati. He began his career with the City of Dayton, where he specialized in historic preservation planning before transitioning to the City of Miamisburg as City Planner. For the past 14 years, he has served as Development Director, overseeing planning, zoning, code enforcement, building permitting, and economic development functions. A passionate advocate for outdoor recreation, Fine enjoys biking along regional trails and kayaking on the river with his family. One of his favorite traditions is watching the Fourth of July fireworks from a kayak on the Great Miami River. Under Fine’s leadership, Miamisburg has experienced significant growth, particularly in its downtown area. He played a pivotal role in implementing the City’s Downtown Master Plan, which has transformed downtown Miamisburg into a thriving shopping and dining destination. In early 2024, the city celebrated the completion of its Riverfront Park, a project nearly 25 years in the making. Miamisburg will also host the 2025 Great Miami Riverway River Summit in Riverfront Park on May 2, 2025. “We have a rich history of collaboration in the Dayton region, and the Great Miami Riverway Coalition exemplifies that,” said Fine. “Coalition members understand that we can make a greater impact promoting our assets and encouraging their use collectively rather than individually. Miamisburg is proud to be a founding member of this organization. We saw its value then, and we continue to see its impact today.” Miami Conservancy District

    Exciting News! ???? The Miami Conservancy District has been awarded a grant from the Ohio Water Development Authority to study the long-term sustainability of the Buried Valley Aquifer—the source of nearly all drinking water in Southwest Ohio. This critical research will help us understand if our groundwater is vulnerable to increased withdrawals or potential export outside our region. This project will evaluate how future demands could impact groundwater levels and streamflows, ensuring we can protect this vital resource for generations to come. Our findings will inform proactive water management strategies and support regional collaboration to safeguard our water security.
