At the MME Winter Institute in late January, we honored several members with awards. We are taking a few weeks to recognize our awardees again and share their stories. Dennis Collison, a dedicated and accomplished municipal leader, has been honored with the 2024 Retired Impact Award in recognition of his significant contributions in mentoring new talent, and or continued development and progress to local government and their employees. Collison’s impact extends in many facets of the profession. As a City Manger of St. Louis Michigan, Dennis he was one to get things done, an implementer. He navigated utility negotiations with the State, provided leadership to building a new library, restored the beloved City swimming pool, and oversaw the 150th anniversary celebration for St. Louis. Every community Dennis served benefited from his steadfast nature of being an implementer, visionary, and leaving communities with more than when he arrived. As a humble public servant, Dennis offered credit to his elected official peers, staff in leadership roles, and the community for the accomplishments he pushed forward. Dennis is also well known for wearing a smile on his face and always willing to be a mentor in our profession. He prioritizes supporting others when opportunities arise, provides valuable input, and also supports navigating challenging situations with innovation and expertise. This award provides an opportunity to celebrate and honor those committed to the field and continuing their service after retirement.?This award reflects Dennis Collison’s dedication to continuing to serve and provide leadership in retirement and being a valuable asset to communities, network and our profession. Deborah Stuart, City Manager of Mason, is the recipient of the 2024 Advancing Women in Local Government Leadership Award. This award celebrates Ms. Stuart’s extraordinary contributions to fostering diversity, equity, and the advancement of women in local government leadership. Ms. Stuart’s dedication to empowering women leaders has earned her respect and admiration across Michigan’s municipal management community. Known for her mentorship and advocacy, she has been a source of inspiration for many, offering guidance and encouragement to women entering or advancing in the field. As a member of the Michigan Municipal League (MML) Board of Trustees and the MML Foundation, Ms. Stuart has tirelessly championed professional growth opportunities and initiatives aimed at addressing gender equity in local government. Melissa Marsh, Acting City Manager of Madison Heights in 2018, credits Ms. Stuart’s unwavering support and encouragement as instrumental in her journey to securing a permanent leadership role. "Deborah Stuart exemplifies what it means to be a leader and advocate," Marsh shared. "Her work has created pathways for women to thrive in this profession, and her leadership continues to inspire us all." Over the past year, Ms. Stuart has faced unique challenges with professionalism and determination, demonstrating her ability to lead with resilience and impact. Her efforts have not only benefited the City of Mason but also set a standard for leadership and mentorship that resonates throughout Michigan’s local government landscape. The Advancing Women in Local Government Leadership Award highlights individuals who have demonstrated a sustained commitment to the success of women in municipal leadership. Auburn Hills City Manager Thomas A. Tanghe has been awarded the 2024 Executive of the Year Award by the Michigan Municipal Executives (MME). This esteemed honor highlights his outstanding leadership, advocacy, and contributions to local government management and the broader professional community. Over the past year, Tanghe has demonstrated exemplary service, advancing key initiatives at the local, county, and state levels. His achievements include: Statewide Advocacy for Pension Reform: Tanghe spearheaded a collaborative effort advocating for state funding to support defined benefit pension plans for municipalities. His leadership included guiding and equipping communities across Michigan to join in this advocacy, providing essential tools and fostering widespread engagement. Leadership Roles: As a board member of MME and chairperson of the Oakland County City Manager’s Association, Tanghe has facilitated critical discussions and initiatives benefiting city managers across the region. Support for Law Enforcement: Tanghe is the only City Manager serving on the Professional Law Enforcement Association Board of Directors, where he represents local government’s commitment to supporting law enforcement agencies nationwide. Recognition by ASPA: In 2023, Tanghe was honored as the Outstanding Executive Official of the Year by the Detroit Chapter of the American Society for Public Administration, acknowledging his 34-year career dedicated to enhancing public service. At the MME Winter Institute in late January, we honored several members with awards. We are taking a few weeks to recognize our awardees again and share their stories. Melissa Marsh, City Manager for the City of Madison Heights has been awarded the 2024 Community Leadership Award. This annual recognition celebrates local leaders who have successfully guided their communities through significant challenges and implemented solutions with lasting positive impacts. Since assuming her role in 2018, Marsh has been a driving force behind transformative initiatives in Madison Heights. Under her leadership, the city completed its largest municipal project to date—a $14.2 million Civic Center Plaza renovation. This ambitious project included modernizing City Hall, the library, and Fire Station #2, as well as constructing a new Active Adult Center that has doubled its capacity for senior services and community programs. Beyond infrastructure, Marsh's commitment to fiscal responsibility and economic development has yielded tangible benefits for Madison Heights. Her strategic financial planning led to an improved bond rating of AA-Stable, signaling enhanced economic stability for the community. She has also spearheaded downtown revitalization through the 11 Mile Street Scape Plan and the modernization of zoning ordinances, fostering new residential and commercial growth. “This award is a reflection of Melissa’s vision and dedication to making Madison Heights a vibrant, forward-thinking community,” said Mayor Roslyn Grafstein. “Her leadership has not only enhanced our city’s services but also laid the foundation for continued progress and opportunity.” The 2024 Community Leadership Award underscores Marsh’s ability to unite stakeholders, secure critical funding, and drive projects that resonate with the community’s needs and aspirations. Susan B., Assistant to the City Manager for the City of Royal Oak, is the recipient of the 2024 Emerging Leader Award. This honor recognizes Ms. Barkman’s exceptional contributions to municipal management and her dedication to fostering innovation and excellence in local government. Ms. Barkman’s tenure with the City of Royal Oak has been marked by her leadership on numerous critical projects, including the implementation of strategic plans, sustainability initiatives, and community engagement programs. Her innovative work on the Aging in Place Plan earned Royal Oak the coveted AARP Livable Communities designation, demonstrating her commitment to enhancing quality of life for all residents. A graduate of the University of Colorado with a Master’s in Public Administration, Ms. Barkman’s career spans significant accomplishments, including creating the Royal Oak Residents Academy, streamlining city operations, and managing complex budgets exceeding $2 million across multiple departments. Mark Wollenweber, Royal Oak's former Interim City Manager, praised Ms. Barkman’s efforts during a challenging transitional period, noting her professionalism and unwavering commitment to the city. “Susan has been instrumental in maintaining momentum and fostering collaboration across departments,” Wollenweber remarked. “She embodies the very essence of this award, exceeding expectations and driving positive change.” Ms. Barkman is an active member of the International City/County Management Association (ICMA) and Michigan Municipal Executives. Her dedication to professional development and local government leadership has made her a respected voice in the field. Brian Chapman, a dedicated and accomplished municipal leader, has been honored with the 2024 Mentoring Award in recognition of his exceptional contributions to developing emerging talent and fostering career growth among local government professionals. This award celebrates individuals who demonstrate an unwavering commitment to nurturing the next generation of leaders through innovative career development programs and personal mentorship. Chapman's impact extends far beyond his role as a municipal manager. His guidance and support have profoundly influenced the careers of many, including his successor in Vassar, Michigan. As a former intern of Chapman, nominator Andrew Niedzinski described his mentorship as "instrumental" to his success as a City Manager. Chapman’s guidance and accessibility have been vital during pivotal moments, including a challenging officer-involved shooting incident in 2023. “Brian never hesitates to pick up the phone or respond to a message,” said Niedzinski. “His advice, compassion, and encouragement have helped me and many others navigate the complexities of leadership in local government.” In addition to his one-on-one mentoring, Chapman has demonstrated a steadfast commitment to cultivating a supportive environment for professional development. He has established frameworks that empower local government employees, fostering innovation and resilience within their communities. This award reflects Brian's dedication to leadership and community-building, ensuring the continued success of municipalities across the region by investing in the people who lead them.
