Extension of Submission Deadline ? ? Global Fund 4PL Services MEBS Global Reach Expression of Interest For Distribution Third-Party Logistics (3PL) Services for Pharmaceuticals and Ambient Commodities Introduction? MEBS Global Reach, also referred as MEBS, offers a range of in-country support and local assistance services, along with cargo transportation and logistics management, focusing primarily on emerging markets and regions affected by conflict or in post-conflict recovery, particularly in the Middle East, Asia, and Africa. MEBS Global Reach has been awarded the Fourth Party Logistics (4PL) service provider contract for the Malaria Component of the Global Fund Grant Cycle 7 (GC7) on behalf of the Government of Nigeria (GoN) building on past efforts to enhance the public health supply chain. MEBS will manage the warehousing and distribution of malaria commodities across the 13 Global Fund-supported states. Additionally, it will support the warehousing and distribution of COVID-19 commodities and provide waste management services for Global Fund Principal Recipients in Nigeria. Objective MEBS Global Reach invites Expressions of Interest (EOI) from qualified 3PLs for the distribution of health commodities across the 36 states and the Federal Capital Territory, with a specific focus on the bimonthly last-mile distribution of commodities in 13 Global Fund-supported states (which are Adamawa, Delta, Gombe, Jigawa, Kaduna, Kano, Katsina, Kwara, Niger, Ogun, Osun, Taraba, and Yobe) for the malaria program and bimonthly inter-warehouse distribution among 6 regional and central warehouses. This EOI aims to expand MEBS’ database of 3PL service providers for distribution. Scope of Services? The requested services include transportation and delivery of commodities such as pharmaceuticals, cold chain (regular and ultra cold), ambient items (including insecticide-treated nets and other non-pharmaceuticals), laboratory and medical equipment and supplies, other non-hazardous materials, and waste retrieval. Waste retrieval involves the movement of damaged, expired, or unusable health commodities (classified as pharmaceutical and chemical wastes) from originating locations to consolidation sites, and subsequently to waste treatment facilities for destruction. While designed for the health sector and tailored to the unique challenges of low- and middle-income countries (LMICs), its practical insights have applications across industries. The idea took shape during COVID, driven by a question that I couldn’t ignore: What if we had a “fire code” for logistics outsourcing—a resource to prevent problems before they arise? With 20 years of experience in this field, I’ve seen the immense need for proactive guidance to address recurring challenges and inefficiencies. Writing this guidance has been shaped by the feedback of incredible contributors.
