On Tuesday, November 19, MCASF members gathered for a valuable session led by a panel of experts: From the Broward County Board of Rules and Appeals, Dr. Ana Barbosa, Administration Director; Rolando Soto, Mechanical Chief Code Compliance Officer and Tim DeCarion, Chief Energy Code Compliance Officer. Simo Mansor, Building Official at Bureau Veritas. From the Miami-Dade County Board and Code Administration Division Regulatory and Economic Resources, Amador Barzaga, Senior Code Officer (Mechanical) and Pete Quintela, Senior Code Officer (Energy). The discussion covered updates to the Florida Building Code, focusing on refrigeration systems, and how system design and component location impact refrigerant limits in air ducts. A key point was the ongoing effort to resolve conflicts between the Florida Building Code and ASHRAE Standard 15-2019, including a Petition for Declaratory Statement, filed by Mr. Soto, which is available here for viewing. Mr. Soto noted that the Florida Building Commission is scheduled to meet on December 10, and is anticipated to make a determination on a proposed glitch amendment to adopt ASHRAE 15-2022. Updates on this issue will be presented in future issues of this newsletter. Area mechanical inspectors have a long-standing professional relationship with MCASF, and Local Union 725. Tim DeCarion, a former Local 725 Journeyman and ARPEC instructor, shared his experience. "I enjoy teaching and giving back to a trade that has given me so much," he said. Mr. DeCarion noted, "Many of the students I had at ARPEC in the '90s are now mechanical inspectors in Broward," adding with humor, "and I’m still training them."
