Marshall EDC is a non-profit, economic development corporation that works to build relationships with new and existing business in the East Texas region. The mission of the Marshall EDC is to improve the economy, as well as the standard of living in Marshall, Texas, by bringing in business and capital investment to stimulate the economic growth of the region. Marshall EDC partners with government agencies, regional businesses, existing local businesses, and educational institutions in Marshall to provide development within the community and to invest in the future of Marshall. Marshall EDC is a Type A 501 (c)(3) non-profit organization that’s main focus is to create and maintain jobs, as per the Development Act of 1979. Marshall EDC was established by Resolution of the City Commission of Marshall on April 25, 1991 to act as an instrument of the City of Marshall in the promotion and assisting of industrial and manufacturing businesses to relocate or expand in Marshall, Texas and Harrison County. Marshall EDC partners with many different businesses and organizations with the goal being to eliminate unemployment and underemployment in Marshall through the creation and retention of primary jobs.

On March 5, 2025, Marshall Economic Development held its monthly We Align meeting. During this gathering, businesses and educators engaged in discussions about the positive impact We Align can have on workforce and education. The goal of these meetings is to unite all aspects of the workforce in Marshall and to provide a platform for everyone to share their ideas.

On February 5th, 2025, 15 MISD students visited the Marshall Economic Development office as part of the Greater Marshall Chamber of Commerce Leadership Tomorrow program. Students engaged with MED staff in conversation about Marshall's positive attributes as well as the things that need improvement. Many gave ideas as to what they would like to see develop. Executive Director Rush Harris led the students in a fun mock site location exercise to bring a new business to town where the young leaders in training role played as company executives, city council members, economic developers, and citizen groups. MED had a blast hosting the group, and thanks the Greater Marshall Chamber of Commerce and Marshall ISD for including us on this amazing day for our future leaders!

On February 5, 2025, local business leaders and council members gathered at the monthly WE Align Meeting. This monthly meeting is held at the Harrison County Annex building on the first Wednesday of each month at 12:00pm, and lunch is provided. We encourage attendance from the community as well. Marshall Economic Development was excited to hold its first Annual Meeting & & Luncheon on January 29th at the Marshall Mercantile, catered by High Horse by Shawne Summerford. With over 150 attendees, this luncheon was educational, inspirational, and intended to provide the attendees with a deeper understanding of what local economic developers do in Marshall and Harrison County. Outgoing board members Sam Moseley and Brenda Brown were recognized for their exemplary service over the past six years on the board. New board members Amy Hooper and Orlando Valle were also recognized to begin their first terms. Outgoing Chairman Keith Hill was also recognized for all of his hard work and dedication through his term. We would also like to welcome our incoming Chairman Colin Brady. Carlton Schwab, CEO/President of the Texas Economic Development Council (TEDC) provided the keynote address. He highlighted the available tools a community can use to help existing businesses expand and recruit new businesses. After the Luncheon, Schwab also held a training session for new and existing board members about how Texas EDCs work and the benefits they provide at the local level. Thank you, Wiley University for including us in your TEDx event! Rush Harris, CEcD, Executive Director of Marshall Economic Development, was honored to be asked to speak at the Wiley University TEDx event themed "We Matter: Transcendent Leadership." The event was organized by the university and produced by their Communications program students. It included passionate individuals who seek to uncover new ideas and share the latest research in their local areas that spark conversations in their communities. Harris’s discussion focused on the transcendental leadership attributes of self-awareness, empathy, and resoluteness. Harris commented: “Wiley University is really engaging with their students, faculty, and community members through TEDx. This was a cool event for Marshall, Texas, and I hope they will continue to grow it! They are building leaders.â€
