An exclusive (or primary) focus on the most common medical diagnoses without expanding into higher levels of medical acuity and specialty areas (e.g., post-surgical care, oncology) ?? A predominant focus on early discharge for length of stay reduction rather than ED diversion and hyper-early transfer which offer maximum capacity creation; once length of stay reduction becomes the default, it is much harder to move to ED diversion subsequently ??
