Creating science-led solutions for sustainable ocean management

关于我们

Mara brings over five decades experience in marine science and policy to support governments, corporations, and NGOs to make the right decisions. We connect research to decisions, data to action, and marine science to policy. With curiosity, collaboration and deep expertise, we find solutions where others see barriers. Oceans are not isolated, nor is our role in protecting them. Climate, ecosystems, human behaviour — they are interconnected, and every decision matters. For those who seek clarity, collaboration and creativity in solving the most pressing challenges in ocean conservation and sustainable use: let’s do this together. Because the solutions are out there — we just need to connect them.

I felt incredibly grateful to speak on the February 2025 Research Roundtable at the #BBNJ Symposium in Singapore. Our #deepend biodiscovery research has highlighted the diverse chemical resource our deep high seas could offer and why it's so important to ensure that the biodiversity, from which unique chemistry is derived, is protected and our knowledge is equitably shared. As implementation of Part II of the #BBNJ gets ever-closer, discussions around what that could mean for the scientific community in practice are crucial to generate clear, equitable, useful and realistic benefits for humankind for decades to come. Particular thanks to Mara Consultants Ltd, NUS Centre for International Law, Ministry of Foreign Affairs (MFA) Singapore for organising such an incredible symposium. Also big thanks to our round table moderator Murray Roberts and my inspiring fellow panellists laisa branco, David Vousden, Malik Naumann, Ina Tessnow-von Wysocki and Mei Lin Neo. And as ever my amazing #deepend team Gagan Preet, Professor Marcel Jaspars and Jon Copley.

  • It was a pleasure to assist you to put together the satellite event - the exercise with exploring different scenarios for pre-collection notifications was very insightful, we look forward to following future discussions in this space.

3BIO co-CEO Thomas Vanagt and researcher Amelia Westmoreland recently participated in the High Seas Treaty Symposium in Singapore. The event focused on the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement and its implementation, drawing insights from various sectors throughout the two packed days of panels and fireside chats. Ambassador-at-Large (Ministry of Foreign Affairs, Singapore) Professor Tommy Koh, and Minister for Foreign Affairs of Singapore, Dr. Vivian Balakrishnan, kicked off the meeting with reflections on the historical growth of ocean governance and strong calls to action that guided participants through the rest of the week. The symposium covered key topics such as the BBNJ Agreement's contributions to ocean governance, challenges and opportunities in ratification, and State approaches to implementing the Agreement. Thomas Vanagt was a member of the final panel on the Clearing House Mechanism (CHM), which, among other topics, proposed key features to consider during the CHM’s development. Amelia Westmoreland also served as a rapporteur for the event, helping to document and synthesize discussions for future outreach from the organizers.? We hosted a hybrid event titled "Article 12 in Action: Science-Policy Brainstorm on Effective Implementation of Notification Requirements." This session, with collaborators Fran Humphries, Professor Marcel Jaspars, and Amber Hartman Scholz, Ph.D., and Federica Casolari, provided an overview of the notification requirements for marine genetic resources and introduced scenarios to highlight challenges and actions for scientists and policymakers. The event, sponsored by BlueRemediomics, Griffith University, and MARBLES EU Project, created a dialogue on the potential challenges of Article 12’s implementation and further fostered collaboration opportunities among stakeholders. Thank you to NUS Centre for International Law, Ministry of Foreign Affairs (MFA) Singapore and Mara Consultants Ltd, for making this symposium possible. We look forward to continued collaboration on the key points raised throughout this event, and to future developments as we prepare for the Preparatory Commission in April.

Last week the Sargasso Sea project had the privilege of attending the second High Seas Symposium, organised by the Ministry of Foreign Affairs (MFA) Singapore and?NUS Centre for International Law, and supported by Mara Consultants Ltd. The two day conference focused on ratification and implementation of the BBNJ agreement, and drew an impressive cohort of speakers and attendees, including ambassadors Tommy Koh and Rena Lee. Discussions focused on each part of the agreement as well as institutional arrangements and preparations for the two upcoming BBNJ prepcom meetings. David Vousden, the CTA of the Sargasso Sea Project participated in a research roundtable discussion focused on BBNJ implementation, and David Freestone, Executive Secretary of the Sargasso Sea Commission, participated in a panel on ‘Cooperation with Relevant Instruments, Frameworks and Bodies (IFBs) under the BBNJ Agreement.’ In addition, the Sargasso Sea project attracted in person and online participants to its side event at the end of the conference, entitled ‘Advancing High Seas Conservation in line with the BBNJ Agreement: Lessons and Best Practice from the Sargasso Sea’ which focused on the Sargasso Sea SEDA and SAP process, and its stakeholder engagement and communications strategy. #bbnj #bbnjsymposium2025 #sargassosea #oceanconservation #oceangovernance #internationallaw #singapore?

  • Ambassador-At-Large Professor Tommy Koh delivering the Welcome Address at the second BBNJ Symposium held in Singapore on 18-19 February 2025. #BBNJSymposium2025 Photo Credit: Murray Roberts Are we entering the age of “Might is Right” or can we keep multilateralism alive? At the end of day one of the BBNJ Symposium in Singapore, we reflected on the Agreement as a symbol of hope that multilateralism and international collaboration are possible despite the current state of the world. Ambassador-At-Large Professor Tommy Koh set the tone for the second BBNJ Symposium during his Welcome Address when he stated that 'UNCLOS is an instrument for peace, and peace is especially important in this time of war.' While states seem to currently be acting on the axiom that 'might is right', Mr. Koh shared with the room of diplomats, researchers, and industry professionals gathered from across the world that, "we must not give into despair or cynicism." The BBNJ Agreement, an implementing agreement under the United Nations Convention on the Law of the Sea (UNCLOS), has been adopted by consensus at a time when other international fora have struggled to agree. It speaks to the persistence of the stakeholders involved in the negotiations and the commitment by countries to effectively manage the ocean that the BBNJ Agreement has received such widespread support. This sentiment of budding hope for international collaboration continued throughout day one, with panellists and participants across four sessions discussing the positive change that can be encouraged through equitable management of the oceans. In particular, panellists referred to the aspects of the Agreement related to ensuring inclusivity, transparency, benefit-sharing, and the potential financial mechanism to support capacity building and the transfer of marine technology. As we continue with the remaining main Symposium panels, which include a Fireside Chat with Co-chairs of the BBNJ Preparatory Commission, as well as panels on the creation of cooperative and coherent treaty bodies and mechanisms, we hold on to the words that Mr. Koh shared with us later in the day – "We must not be discouraged in what we do, and defend what we believe in."

The Sargasso Sea Commission was delighted to hold our third shipping industry stakeholder consultation meeting - our first in Singapore! The meeting brought together a diverse range of participants from the shipping industry, including colleagues from A.P. Moller - Maersk, Lloyd's Register, Wilhelmsen group, World Shipping Council, and more. The meeting discussion focused on the characteristics of productive voluntary measures on the Sargasso Sea among the shipping community, best practices that exist already, and challenges to their implementation. The meeting was run by expert stakeholder engagement colleagues from NLA International - Blue Economy Solutions and supported by colleagues at Mara Consultants Ltd. A readout will be produced shortly that will be published on our website. This meeting is part of ongoing efforts to engage stakeholders on the Sargasso Sea to strengthen its conservation. The Secretariat and project team are currently in Singapore and will attend the BBNJ Symposium on Tuesday and Thursday, as well as deliver a side event later in the week. #internationalshipping #stakeholderengagement #sargassosea #bbnj #bbnjsymposium2025
