Big-city elections have a unique problem: they are dominated by a single party, providing little incentive for party leaders to address constituents’ needs. A new Manhattan Institute report proposes a way for urban America to break out of this unresponsive political status quo. Will party-list PR result in a chaotic explosion in the number of political parties? That’s not likely. Here’s why: https://lnkd.in/e3mErHCr
