This is an extract of an email from the #IEMAOHS #PIO about the upcoming storms and our partner #IPWMAN. Lots to share as we are likely going to see debris cleanup post storm. Plan now otherwise face a challenging response/recovery. Also, there is a high probability of a lack of resources. I anticipate many of our partners will be busy this weekend/next week. One tip to share is to leverage the pre-existing collaborative resources that is available to you. The Illinois Public Works Mutual Aid Network aka IPWMAN is an incredible resource for Emergency Management or Emergency Services or government. For an incredibly small fee, you have access to millions of $$$ of equipment/personnel. Reach out to IPWMAN Executive Director Mark Doerfler?([email protected]) for more information. Reminder, debris cleanup can easily get into the millions of $$$...so make sure these resources are front/center for the recovery of your jurisdictions. Debris Management? Debris Management plans?!?!? Since we’re talking about cleanup, make sure your debris management plans are in order. If you haven’t already, consider a few key things you can use in your debris management plans. First off, clearly define debris: “Debris is scattered items or materials either broken or misplaced by a disaster” By identifying the 10 different categories, you can better organize your removal and recyclable materials. It’ll also help your community separate them into specific piles at curbside when cleanup starts. Every debris plan has 10 parts that FEMA is looking to vet and clear for $$ that includes: Debris Management overview; Incidents and Assumptions; Debris collection and removal plan; Temporary Debris Management Sites and disposal locations; Debris Removal from Private Property; Force Account Labor or Contracted Resources and Procurement; Monitoring of Debris Operations; Health and Safety Requirements; Environmental considerations and other regulatory requirements; and Public Information. And nationally, for those angling in on the Presidential Disaster Declaration side, it’s probably a good time to make sure that your debris plan is aligned with the National Response Framework (NRF). And you already know our strategic plans team (lead by Scott Gauvin) loves the ESF magic….so you know that under the NRF, ESF-3 and the DoD/USACoE is the coordinating entity. And for $$, FEMA is the primary agency related to Public Assistance. Private property clean-up being funded by public government funding is a no-no. Prioritize clearance of roadways for critical access (like hospitals, evac routes, etc.…). Review your current debris/trash hauling contracts now (like last week) so that you are prepared BEFORE the severe weather rolls in. We are all here to assist and support your efforts.
