History: The National Organization of Black Law Enforcement Executives (NOBLE) was founded in September 1976, during a three (3) – day symposium to address crime in urban low-income areas. The symposium was co-sponsored by the Police Foundation and the Law Enforcement Assistance Administration (LEAA). The Joint Center for Political Studies (JCPS) coordinated this unprecedented event in which sixty (60) top-ranking black law enforcement executives representing twenty – four (24) states and fifty – five (55) major cities gathered in the Washington, D.C. area to participate. They exchanged views about the critically high rate of crime in black urban communities and the socioeconomic conditions that lead to crime and violence. They raised questions about relevant issues such as fairness in the administration of justice, police-community relations, the hiring and promotion of black police officers, and the unique problems of the black police executives NOBLE MASSACHUSETTS MISSION: To ensure equity in the administration of justice in the provision of public service to all communities, and to serve as the conscience of law enforcement by being committed to justice by action. We also strive to build a stronger rapport with the people within our communities, enhance professional development among our members, and establish robust support apparatuses for fellow law enforcement representatives that can be utilized in all facets of the profession.

As a tribute to Black History Month, Noble Massachusetts is partnering with the National University and Mark 43 to honor members within the Criminal Justice System who have made significant contributions within their respective fields. Below is a nomination form detailing five (5) different awards (The Rising Star Award, The Trail Blazer Award, The Living Legend Award, The Community Service Award, and the Innovator of the Year Award). The Nomination Form contains a description of the criteria needed for each award. Please take a few minutes to nominate those you feel deserve this honor. Nominations will be accepted until midnight on Sunday, January 12, 2025, and the award recipients will be announced on Saturday, January 18, 2025.
