You know another way to get more units built, without any cost to municipalities? Approve projects as they come in within 60 days (there is a law for that, Permit Streamlining Act). Certainly any project that seeks variances etc, different issue but anything that is within approved "box" should be stamped and approved. LA county permitted 40,000 ADU units, that is great but not all units will likely be third party rented or potentially built. Meanwhile, approved units float around 25,000, can't solve housing crisis with ADUs alone. Meanwhile, LA is supposed to build 457,000 new units by 2029, that is over 90,000 units per year! The artificial cost/obstacle of entitlement process (local and CEQA) continues to be the single largest hurdle to reducing housing costs.
